Summary: The role of Procurement Manager / Senior Officer involves hands-on procurement delivery for an East Midlands based Council, focusing on compliance with the Procurement Act 2023. The position requires managing end-to-end procurement activities across Goods, Services, and Works, with a working arrangement that is hybrid. The role is expected to last for an initial duration of 3-6 months, with the possibility of extension.

Key Responsibilities:

  • Deliver end-to-end procurement activity from requirement to award across Goods, Services, and Works.
  • Draft procurement documentation and publish contract notices in line with statutory requirements.
  • Ensure compliance with the Procurement Act 2023 and Council governance frameworks.
  • Provide advice and guidance on procurement strategy, frameworks, and procedures.
  • Maintain accurate records on the Council’s eTendering system (Proactis preferred).
  • Support efficiency, savings, and value for money initiatives through innovative procurement practice.
  • Operate independently, managing priorities without administrative support.

Key Skills:

  • Practitioner-level procurement knowledge (TPP accreditation via Government Commercial College required).
  • Proven experience of delivering procurement within a Local Authority or wider public sector setting.
  • Strong understanding of the Procurement Act 2023 and its application in practice.
  • Confident user of eTendering platforms (Proactis experience desirable).
  • Excellent stakeholder engagement, negotiation, and communication skills.
  • Proactive, highly organised, and able to work independently.

We are currently working with an East Midlands based Council who are looking for a Procurement Manager / Senior Officer to provide hands-on procurement delivery across Goods, Services, and Works, ensuring compliance with the Procurement Act 2023.

Procurement Manager / Senior Officer

Start Date: ASAP

Duration: 3–6 Months (Initial, with potential extension)

Rate: Negotiable (Inside IR35)

Working Arrangement: Hybrid (1 day per week in the office, currently Tuesdays)
