Procurement Manager

Summary: The Procurement Manager role involves delivering professional procurement, commercial, and contract management support within the organization. The position is hybrid based in Birmingham and focuses on compliant, value-driven procurement activities aligned with strategic business objectives. The successful candidate will manage end-to-end procurement processes and build relationships with stakeholders and suppliers. This role requires strong knowledge of public sector procurement legislation and excellent communication skills.

Key Responsibilities:

  • Manage end-to-end procurement exercises using Framework Agreements and Find a Tender where appropriate.
  • Lead tender processes, including preparing tender documentation, evaluation criteria and supplier communications.
  • Manage procurement and contract activity throughout the contract lifecycle, including contract changes and terminations.
  • Build strong relationships with internal stakeholders and external suppliers.
  • Ensure compliance with the Public Contracts Regulations 2015 (PCR15), the Procurement Act 2023 (PA23) and Managing Public Money principles.
  • Maintain procurement records and contracts database, producing accurate management information and reports.
  • Identify opportunities for cost savings, process improvements and procurement efficiencies.
  • Support the Head of Procurement & Contracts in delivering strategic procurement objectives.

Key Skills:

  • Proven experience managing end-to-end procurement activities.
  • Strong knowledge of public sector procurement legislation, including PCR15 and PA23.
  • Excellent stakeholder management and communication skills.
  • Strong analytical, organisational and problem-solving abilities. (spend analysis)
  • Advanced Microsoft Office skills, particularly Excel, Word and PowerPoint.
  • MCIPS qualified or working towards qualification (desirable).
