Summary: The Procurement Governance and Systems Officer will support the Procurement Governance and Systems Manager in managing Purchasing Cards and the Council's eTendering System for a local authority in Bournemouth. This role involves liaising with cardholders, administering accounts, providing training, and addressing any misuse or fraud. The position is office-based and initially contracted for six months with potential for extension.

Key Responsibilities:

  • Support the Procurement Governance and Systems Manager in administering Purchasing Cards and the eTendering System.
  • Act as the primary liaison for Purchasing Card requests and queries via e-mail, MS Teams, and telephone.
  • Administer all Purchasing Card accounts, including set-up, closing, limit increases, and maintenance.
  • Provide training and advice to Cardholders and Line Managers as per procedures.
  • Report suspected misuse or fraud to the Procurement Governance and Systems Manager.
  • Problem-solve and make recommendations regarding complex decisions to the Procurement Governance and Systems Manager.
  • Process weekly Transfer and Leaver files from HR and act accordingly.

Key Skills:

  • Experience in gathering data, compiling information, and preparing reports.
  • Effective communication skills with the ability to challenge unhelpful behavior.
  • Ability to plan and organize work independently while managing competing demands.
  • Excellent IT skills, including proficiency in Excel, Word, and Outlook, along with strong analytical skills.
