JOB PURPOSE
Procurement personnel work with our key stakeholders within the Authority and with partners and suppliers to deliver best value in the sourcing of goods works and services. All activity will be in line with relevant legislation. The post holder will be responsible for the procurement of supplies, works and services within specific Procurement categories. They will work closely with key stakeholders with the Procurement Category Specialists, and Category Manager to develop a series of agreed strategies for key categories. The whole supply chain will be considered and Procurement will be instrumental in the complete sourcing process.
PRINCIPAL RESPONSIBILITIES
- Analysis of data
- Tendering activities with E tendering system
- Monitoring Compliance to Contracts
- Develop and maintain systems and procedures to ensure that internal and external policies and procedures are adhered to.
- Provide advice and support on all aspects of procurement to Services, including tender procedures, compliance with legislation, relevant contract terms, tender evaluation strategies and award procedures, contract management techniques and resolution of disputes to minimize both financial and non-financial risks to the Council.
- Supervise procurement support officers in their day to day duties
- Contribute to the development of the procurement strategy and action plan, and implementation of best practice across the Council through on-going training, personal development and active participation in initiatives with services and suppliers designed to promote improved procurement practices.
- Develop and maintain market intelligence and professional networks within and outside the Council so that ongoing quality of service improvements and best procurement practices can be achieved within the Council.
Qualifications
- Desirable:
- CIPS (or willingness to commit to study for qualification)
- Degree Level Qualification
Experience
- Essential:
- Procurement experience of ordering, sourcing, tendering, contracting and supplier management for range of services
- Project management experience
- Use of Microsoft Office, (Word/Excel)
- Commercial understanding of the supply chain and the Procurement cycle.
- Development and Maintenance of systems and procedures
- Excellent verbal and written communication skills
- Project management skills
- Ability to constantly challenge working practices and create opportunities for continuous improvement
- Highly numerate, able to absorb and assimilate complex financial and statistical data.
- Evidence of providing customer-focused services.
