Summary: The Procurement and Contracts Manager is responsible for advising on the procurement of goods and services in compliance with government regulations, managing supplier performance, and ensuring value for money. The role involves leading procurement projects, mentoring team members, and maintaining strong relationships with stakeholders. The post-holder will also oversee contract management and provide training and support to internal staff on procurement best practices. This position requires a subject matter expert in procurement with a focus on public sector regulations.
Key Responsibilities:
- Lead procurement of goods and services ensuring compliance with government regulations.
- Support managers in procurement activities and provide training and advice.
- Develop relationships with the Home Office Commercial Unit and maintain expert knowledge of procurement best practices.
- Mentor and develop the Procurement Support Officer and Procurement Assistant.
- Ensure efficient contract management and monitor supplier performance.
- Negotiate contractual terms and conditions with suppliers.
- Maintain the IOPC Contract Register and Procurement Pipeline.
- Provide support and advice on contractual obligations and procurement rules.
- Commission legal advice as necessary and implement procurement service plans.
Key Skills:
- At least three years of experience in commercial procurement and contract management.
- Experience working in the public sector or on behalf of public sector clients.
- Knowledge of public procurement regulations and legal issues.
- Ability to develop effective working relationships and negotiate terms.
- Experience managing major procurement exercises.
- Relevant professional qualification (preferably MCIPS).
