Rotherham Metropolitan Borough Council is seeking an experienced and strategic leader to join us as Private Sector Housing Service Manager. This is a key role, leading the Council’s private sector housing function and making a real difference to private sector housing standards and tenant outcomes across the borough.

About the Role

As Private Sector Housing Service Manager, you will provide strategic and operational leadership across private housing regulation and enforcement. You will be responsible for ensuring the Council meets its statutory duties while driving service improvement and innovation.

Key areas of responsibility include:

• Delivery of Selective Licensing schemes and HMO licensing
• Oversight of proactive and reactive investigations, complaints, and enforcement activity
• Implementation of the Renters (Reform) Act
• Authorising legal action and managing complex regulatory cases
• Leading policy development, service planning, and performance frameworks
• Managing budgets, external funding and workforce planning
• Developing and leading a team of professional officers

You will also play a key outward-facing role, working with landlords, letting agents, tenants, partner agencies and stakeholders, and representing the Council at regional and national forums.

About You

We are looking for a confident, credible leader with strong technical expertise and a proven record of delivering high-quality regulatory services.

You will have:

• A degree or equivalent in Environmental Health, Housing or a related discipline
• In-depth knowledge of the Housing Act 2004, HMO licensing and housing enforcement
• Significant experience managing licensing schemes, inspections and enforcement action
• Strong leadership experience, including team development and performance management
• Experience of policy development, service improvement and managing change
• Excellent communication, negotiation and decision-making skills
• Experience of managing budgets and external funding
• The ability to work effectively within a political and partnership environment
