Summary: The Private Sector Housing Officer role involves delivering statutory housing functions to ensure compliance with housing legislation and improve housing conditions in the East Midlands. Key Responsibilities:

  • Carry out inspections of private sector residential properties under the Housing Health and Safety Rating System (HHSRS)
  • Investigate complaints relating to housing disrepair, poor conditions, and statutory nuisance
  • Take enforcement action in line with the Housing Act 2004, including improvement notices, prohibition orders, and emergency remedial action where necessary
  • Undertake HMO inspections and ensure compliance with licensing requirements
  • Prepare statements, notices, schedules of works, and prosecution files as required
  • Provide advice and guidance to landlords, tenants, and other stakeholders
  • Support empty homes work and contribute to wider housing improvement initiatives
  • Maintain accurate records and case management in line with service standards
  • Liaise with internal departments, external agencies, and legal teams where appropriate

Key Skills:

  • Significant experience working within Private Sector Housing in a local authority setting
  • Strong working knowledge of the Housing Act 2004 and associated housing enforcement legislation
  • Experience carrying out HHSRS assessments and HMO inspections
  • Proven track record of taking formal enforcement action
  • Ability to manage a varied caseload and meet statutory deadlines
  • Excellent communication and negotiation skills
  • Ability to work independently with minimal supervision
  • Desirable: Degree or professional qualification in Environmental Health, Housing, or a related discipline
  • Membership of a relevant professional body such as the Chartered Institute of Environmental Health (CIEH) or CIH

Company Overview
Our client is a forward-thinking local authority based in the East Midlands, committed to improving housing standards, protecting vulnerable residents, and supporting safe and sustainable communities. Due to increased service demand, the council is seeking an experienced Private Sector Housing Officer to join the team on an interim basis.

Role Overview
We are recruiting a Private Sector Housing Officer for an initial 6-month contract, starting ASAP. The successful candidate will be responsible for delivering a range of statutory private sector housing functions, ensuring compliance with housing legislation and contributing to improved housing conditions across the borough. This is a full-time role, offering competitive rates between £40–£45 per hour, with hybrid working available subject to service requirements.
