Summary: The Principal Project Manager role involves leading the delivery of a bus lane enforcement project for a City Council's Transport Service. This temporary position requires overseeing the project from initiation to delivery, ensuring compliance with legislation and high standards within budget and time constraints. The role includes managing resources, finances, risks, and stakeholder relationships while adhering to governance structures. The position is hybrid and classified as outside IR35.
Key Responsibilities:
- Day-to-day management of the bus lane enforcement project, ensuring delivery within defined time, cost, and quality tolerances.
- Implement and follow approved governance structures, including regular project team meetings.
- Confirm project feasibility considering budget, resources, and timeline.
- Set project objectives, define roles, and develop the Project Implementation Document (PID).
- Identify, assign, and direct resources according to the PID.
- Manage project budget and finances throughout the project lifecycle.
- Monitor and control project progress, producing regular Highlight Reports.
- Identify, assess, and manage project risks and issues.
- Prepare for and attend Health Checks and Gateway Reviews for quality assurance.
- Monitor project deliverables against scope and manage changes through Change Control processes.
- Manage relationships with stakeholders in line with the project Communication Strategy.
- Provide regular and accurate reports to the Project Board and Senior Management.
- Conduct project closure and formal review of lessons learned.
Key Skills:
- Good level of education including qualifications in Maths and English.
- PRINCE2 Practitioner qualification or equivalent project management experience.
- Proven experience managing projects across the full lifecycle.
- Effective presentation and communication skills.
- Strong report writing abilities.
- Advanced proficiency in Microsoft Office tools (Word, Excel, PowerPoint, Project).
- Experience managing multi-disciplinary teams and contractors.
- Expertise in budget management and financial performance tracking.
- Proven stakeholder engagement skills.
- Experience with community outreach and engagement (desirable).
- Experience liaising with senior management and Cabinet Members (desirable).
- Expertise in delivering transport projects.
