Key Responsibilities:

  • Lead and develop multi-disciplinary teams of internal and external project personnel.
  • Manage resources within programmes/projects, including significant programme budgets.
  • Ensure successful delivery of major capital projects, including City Deal and large-scale regeneration schemes.
  • Develop and maintain programme governance and documentation for compliance.
  • Oversee feasibility work for infrastructure delivery projects prior to construction.
  • Ensure compliance with construction and quality standards in project deliverables.
  • Promote sustainability and Getting to Zero in all projects.
  • Engage the supply chain to foster a leading H&S culture.
  • Influence colleagues and senior management to support project proposals.
  • Manage dependencies and interfaces between projects within a programme.
  • Mitigate and escalate risks and issues as necessary.
  • Deputise for the City Deal & Infrastructure Delivery Manager as required.
  • Undertake additional duties as directed by the Director of Environment.

Detailed Description From Employer:

Venesky-Brown’s client, a public sector organisation in East Renfrewshire, is currently looking to recruit a Principal Officer (Capital Projects) for a 24 month contract on a salary between £52,465 - £57,283. This role will be hybrid based with 2 to 3 days a week in the office.

Responsibilities:

  • To lead and develop multi-disciplinary teams of both internal and external project personnel, fostering challenge and innovation, improving team performance and creating a successful delivery culture.
  • To manage resources within programmes/projects, including programme budgets of a potentially significant size and provide direction, advice and guidance to project managers within a programme.
  • To be responsible for the successful delivery of a number of major capital projects within a programme, which includes delivery of City Deal and other large-scale regeneration and environmental schemes.
  • To develop and maintain programme governance and documentation as required, ensuring compliance with any external governance arrangement and funding requirements.
  • To be responsible for the successful delivery of feasibility work to inform infrastructure delivery projects, particularly in early phases of their development prior to construction.
  • To ensure that programme/project deliverables comply with relevant construction and quality standards, as defined in programme and project specifications and commensurate with industry best practice.
  • To ensure that sustainability and Getting to Zero is forefront in all projects in line with guidelines.
  • To actively engage the supply chain in promoting a leading H&S culture.
  • To be responsible for engaging with, and influencing, colleagues and senior management to generate support for project proposals, overcome obstacles to delivery and work collaboratively.
  • To manage dependencies and the interfaces between projects within a programme and activity across the wider environment.
  • To manage risks and issues through appropriate mitigation and escalation measures where appropriate.
  • To deputise, as required, for the City Deal & Infrastructure Delivery Manager.
