Summary: The role of Principal Accountant involves providing temporary support to the Co-ordination and Technical Team within Financial Management, specifically focusing on Local Government finance. The successful candidate will be responsible for implementing IFRS 16 for leases, supporting Collection Fund Accounting, and reviewing VAT processes. A CIPFA qualification and relevant experience in Local Government finance are essential for this position.

Key Responsibilities:

• Support implementation of IFRS 16 for 24/25’s Accounts.
• Replicate the approved Finance Lease model for appropriate assets.
• Assist with consolidation of data and preparation of related disclosure notes.
• Support year-end Collection Fund Accounting and associated returns.
• Review VAT treatment of the Council’s Fees and Charges.
• Provide ad-hoc year-end support as needed.

Key Skills:

• CIPFA qualified with Local Government finance experience.
• Excellent Excel skills, including pivot tables.
• Experienced in managing and manipulating data.
• Knowledge of accounting standards.
• Ability to work independently with direction.
• Confident in challenging and suggesting process improvements.
