Summary: The PMO Manager role involves overseeing project, programme, and portfolio management functions for a leading public sector client in Edinburgh. The position is a contract until March 2026, requiring in-office attendance 1-2 times a week. The ideal candidate will possess extensive experience in PMO frameworks and methodologies, along with strong communication skills. This role is classified as inside IR35.

Key Responsibilities:

  • Manage a range of project, programme, and portfolio management functions including planning, risk management, and governance.
  • Implement PMO frameworks and methodologies, understanding both waterfall and agile practices.
  • Oversee budgeting, cost management, and resource planning processes.
  • Provide independent assurance while collaborating within a multi-disciplined team.
  • Utilize benefits management to inform investment decisions.
  • Encourage innovation and change within the team.
  • Communicate effectively using various channels tailored to the audience.

One of Loriens leading Public Sector Clients are looking for a Experienced PMO Manager to join their team on an initial contact running to the end of March 2026.

This client is based in Edinburgh and will require 1-2x in office a week.

Essential skills

  • Experience of a range of project, programme and portfolio management functions including planning, risk management and governance.
  • An understanding of PMO frameworks and methodologies including an understanding of both waterfall and agile project management practices.
  • Experience of budgeting, cost management and resource planning processes.
  • Ability to provide independent assurance whilst working collaboratively within a multi-disciplined team.
  • Awareness of benefits management and how it may be used to help inform investment decisions.
  • An openness to innovation and change.
  • Excellent verbal and written communication skills utilising a range of channels suitable for the intended audience.

Desirable skills
