Summary: The PMO Lead role involves overseeing portfolio and programme governance for high-profile digital and transformation initiatives within a large ministerial government department. This position requires establishing best-practice PMO standards and ensuring effective decision-making throughout the programme lifecycle. Active SC Clearance is mandatory prior to starting the assignment. The role offers a hybrid working arrangement with 2-3 days per week onsite in London.

Key Responsibilities:

  • Lead the setup, management, and continuous improvement of PMO frameworks, tools, and standards across the programme portfolio.
  • Provide portfolio-level reporting, dashboards, and insights to senior stakeholders and programme boards.
  • Maintain oversight of programme planning, risk and issue management, dependencies, and change control.
  • Support resource management and capacity planning across programmes and projects.
  • Work closely with Programme Managers, Delivery Leads, and Business Change teams to ensure alignment with delivery objectives.
  • Champion adherence to governance processes, including stage gate reviews, reporting cycles, and compliance with departmental standards.
  • Manage stakeholder engagement across a wide and complex environment, ensuring clear communication and coordination.
  • Provide mentoring and leadership to PMO Analysts and other support staff.

Key Skills:

  • Strong experience leading a PMO function within a large-scale government, public sector, or regulated environment.
  • Excellent knowledge of project and programme governance frameworks (eg MSP, PRINCE2).
  • Proven ability to produce high-quality management information, dashboards, and performance reporting.
  • Strong understanding of risk, issue, and dependency management across complex portfolios.
  • Experience managing senior stakeholders and facilitating effective governance boards.
  • Familiarity with digital transformation and agile delivery environments.
  • Proficiency in project tools such as MS Project, JIRA, Confluence, and Power BI or similar.
