Summary: The Planning Enforcement Officer role involves managing a diverse caseload of planning enforcement complaints for a public sector organization in the West Midlands. Key Responsibilities:

  • Managing a varied caseload of planning enforcement complaints
  • Investigating breaches, reviewing existing investigation progress, agreeing next steps and progressing cases effectively
  • Undertaking site inspections, reviewing plans and legal documents, assessing planning history and relevant planning law
  • Keeping clear, accurate case records and maintaining high quality documentation
  • Prioritising workloads and negotiating pragmatic solutions to deliver timely outcomes
  • Communicating effectively with alleged offenders, complainants, councillors, internal colleagues and partner agencies
  • Writing clear letters and reports, and drafting/serving notices where appropriate
  • Preparing evidence packs for prosecution, where required
  • Conducting interviews under caution, as required
  • Attending urgent site visits at short notice

Key Skills:

  • Proven experience in planning enforcement casework (ideally within local government/public sector)
  • Strong working knowledge of planning law, enforcement processes and evidence standards
  • Confident communicator with a professional, calm approach in sensitive situations
  • Strong report writing and letter drafting skills
  • Able to manage competing priorities and maintain accurate records
  • Full UK driving licence and ability to attend site visits at short notice

Planning Enforcement Officer


Location: West Midlands
Rate: £40 - 45 per hour
Working Pattern: Hybrid (1 day in the office, 4 days remote)
Contract: 5 - months

Spencer Clarke Group are recruiting for an Interim Planning Enforcement Officer to support a public sector organisation with a busy and varied enforcement caseload.

You will take ownership of live planning enforcement complaints, progress investigations, drive timely outcomes through negotiation and formal action where required.
