Summary: The Payroll Service Transformation and Change Business Analyst will conduct a comprehensive review of payroll services, processes, and systems to identify inefficiencies and areas for improvement. The role involves mapping current processes, proposing future state designs, and implementing changes to enhance service delivery. The analyst will engage with stakeholders to translate technical insights into actionable recommendations, focusing on maximizing impact in high-volume and cost areas. Experience in business analysis, particularly within payroll systems, is essential for success in this position.

Key Responsibilities:

  • Undertake review of current state including business process/value stream/customer journey mapping and identification of current issues and waste in the system.
  • Review with service opportunities for future state, including digital and other opportunities.
  • Develop future state design including process redesign to address areas of inefficiency and waste.

Key Skills:

  • Proven experience in business analysis, with a focus on process mapping, process redesign, and implementing improvements on payroll systems and processes.
  • Sound knowledge of LEAN and experience in leading change and re-engineering processes.
  • Strong data analysis skills, including the ability to interpret payroll data, identify trends, and generate actionable insights.
  • Excellent communication skills, with the ability to engage stakeholders and translate technical concepts into clear, actionable recommendations.
  • Experience managing projects or contributing to the successful delivery of system upgrades or implementations.
  • Knowledge of local government payroll systems, policies, and procedures.
  • Experience working in a public sector or large organisational setting is desirable.
  • Certification in business analysis (eg, BCS, CBAP) or relevant payroll qualifications.
  • Familiarity with project management methodologies such as Agile or Prince2.
