About Our Outside IR35 Scrum Master Contract Roles
What does a scrum master contractor do?
Scrum Master contractors are engaged to facilitate agile delivery within software development teams, coaching and supporting teams in applying Scrum practices effectively, removing impediments that block delivery progress, and creating the conditions for continuous improvement in team performance and delivery quality. The Scrum Master role is distinct from a project manager in that it carries no direct accountability for project outcomes or team deliverables: the Scrum Master's responsibility is to the health and effectiveness of the team's process, not to the delivery of specific scope. In practice, Scrum Master contractors are engaged both for pure facilitation roles within well-established agile teams and for broader agile coaching or delivery management roles where the Scrum Master title is used more generically.
Scrum Master contractors are expected to have deep, practical knowledge of Scrum and agile practices beyond theoretical certification. Experience facilitating all Scrum ceremonies effectively, including sprint planning, daily standups, sprint reviews, and retrospectives, with sufficient skill to keep ceremonies focused and valuable rather than formulaic, is expected. The ability to identify and address team dysfunction, coach team members and stakeholders on agile practices, and navigate resistance to agile ways of working in organisations at different stages of agile maturity is the core professional skill that distinguishes experienced Scrum Master contractors. Certified ScrumMaster (CSM) or Professional Scrum Master (PSM) certification is well regarded and frequently required, alongside practical experience delivering multiple sprints in a real product development context. Knowledge of broader agile scaling frameworks such as SAFe, LeSS, or Nexus is additionally expected for Scrum Masters working within larger multi-team delivery programmes.

Scrum Master contracting is a well-established and active market within the agile delivery and technology contractor space, driven by the widespread adoption of Scrum and agile practices across technology product development in financial services, technology companies, healthcare, and the public sector. Demand is particularly consistent in organisations that are scaling their agile delivery capability and need experienced Scrum Master contractors to support team-level practice improvement. The market is competitive at the standard CSM/PSM certified level, where the supply of candidates with Scrum Master experience is broad. Contractors who combine strong facilitation and coaching skills with specific sector experience, or who hold advanced Scrum and SAFe certifications relevant to scaled agile environments, are in a stronger commercial position.
What does Outside IR35 mean?
IR35 is UK tax legislation that determines whether a contractor is genuinely self-employed or working in a manner that resembles employment. When a contract is classified as outside IR35, the engagement is treated as a business-to-business arrangement. The contractor operates through their own limited company, invoices for services, and manages their own tax affairs including corporation tax, self-assessment, and VAT where applicable.
Outside IR35 engagements are assessed against three key factors: the degree of control the client exercises over how the work is delivered, whether the contractor has a genuine right to provide a substitute, and whether there is a mutuality of obligation between the parties. Contracts that demonstrate contractor autonomy, project-based delivery, and the absence of ongoing employment obligations are more likely to sit outside IR35. Since April 2021, responsibility for making this determination sits with the end client for medium and large private sector organisations.
