The PMO provides the framework within which projects and programmes operate: maintaining standards, tracking progress, managing dependencies and risks at a portfolio level, producing consolidated reporting for senior leadership, facilitating governance forums, and ensuring that project managers have the tools, templates, and guidance they need to deliver consistently. PMO contractors are brought in to set up a PMO from scratch on a major programme, to provide additional PMO capacity during a period of peak delivery activity, or to review and improve an existing PMO that is not functioning effectively.
What sets strong PMO contractors apart is depend on the seniority and scope of the role. At the operational end, PMO Analysts and Coordinators need strong organisational skills, proficiency with project management and reporting tools including Microsoft Project, Jira, Smartsheet, or the client's chosen portfolio management platform, and the ability to maintain accurate programme data, produce clear status reports, and manage action logs and governance minutes. Senior PMO Managers and Heads of PMO need experience designing governance frameworks, establishing portfolio reporting disciplines, engaging senior stakeholders on programme performance, and providing credible challenge to project managers when quality or progress concerns arise. Familiarity with major programme management methodologies including MSP, P3M3, and MoP is expected at senior PMO level, alongside PRINCE2 Practitioner or equivalent project management qualification.

What does Outside IR35 mean?
IR35 is UK tax legislation that determines whether a contractor is genuinely self-employed or working in a manner that resembles employment. When a contract is classified as outside IR35, the engagement is treated as a business-to-business arrangement. The contractor operates through their own limited company, invoices for services, and manages their own tax affairs including corporation tax, self-assessment, and VAT where applicable.
Outside IR35 engagements are assessed against three key factors: the degree of control the client exercises over how the work is delivered, whether the contractor has a genuine right to provide a substitute, and whether there is a mutuality of obligation between the parties.
