About Our Outside IR35 Commissioning Engineer Contract Roles

What does a commissioning engineer contractor do?

Commissioning Engineer contractors are engaged to oversee and execute the systematic testing, verification, and handover of engineering systems, plant, and equipment, ensuring that installations perform to their design specification before being handed over to the client or operations team. The work spans pre-commissioning activities such as punch list management and documentation review, functional testing of mechanical, electrical, and control systems, performance testing and optimisation, and the preparation of handover documentation. Commissioning Engineers are used across a broad range of sectors including oil and gas, power generation, pharmaceuticals, food and beverage, water treatment, HVAC, and building services, wherever complex engineering systems require systematic verification before they enter service.

Clients expect Commissioning Engineer contractors to bring depend heavily on the sector and system type. Mechanical Commissioning Engineers need a strong understanding of fluid systems, rotating equipment, and process instrumentation. Electrical Commissioning Engineers require expertise in HV and LV electrical systems, switchgear, protection relay testing, and cable testing. For process plant and facilities, experience with loop checking, functional safety testing to IEC 61511, and DCS or PLC system commissioning is standard across the market. Across all disciplines, the ability to manage commissioning programmes, coordinate multi-discipline teams and subcontractors, and maintain rigorous documentation standards is as important as hands-on technical skill.

What is the market like for commissioning engineer contractors?

Commissioning Engineer contracting is a specialist market tied closely to the capital investment cycle in the sectors that use engineered plant and infrastructure. Oil and gas, offshore wind, nuclear new build, and large pharmaceutical facility construction are among the most active sources of commissioning contract work in the UK. The energy transition is generating new commissioning demand in offshore wind, battery storage, and hydrogen projects, creating opportunities for engineers who can adapt their commissioning expertise to new technologies. Compensation reflects the specialist and often safety-critical nature of the work, with experienced Commissioning Engineers on major projects commanding day rates at the upper end of the engineering contractor market.

What does Outside IR35 mean?

IR35 is UK tax legislation that determines whether a contractor is genuinely self-employed or working in a manner that resembles employment. When a contract is classified as outside IR35, the engagement is treated as a business-to-business arrangement. The contractor operates through their own limited company, invoices for services, and manages their own tax affairs including corporation tax, self-assessment, and VAT where applicable.

Outside IR35 engagements are assessed against three key factors: the degree of control the client exercises over how the work is delivered, whether the contractor has a genuine right to provide a substitute, and whether there is a mutuality of obligation between the parties. Contracts that demonstrate contractor autonomy, project-based delivery, and the absence of ongoing employment obligations are more likely to sit outside IR35. Since April 2021, responsibility for making this determination sits with the end client for medium and large private sector organisations.

What commissioning engineer roles are usually Outside IR35?

Commissioning engineering has one of the highest outside IR35 rates in the engineering sector, at around 85% of contracts where status is stated. Commissioning is inherently project-based: the engineer is engaged for a specific system or facility commissioning phase with a defined start, testing programme, and handover date. The work requires significant professional autonomy over testing methodology, fault diagnosis, and sign-off decisions. Energy, pharmaceutical, and data centre construction are the main sectors.

Contract rates for commissioning engineer roles typically range from £350 to £700 per day, depending on the scope of the role, required expertise, and the delivery expectations of the engagement.
