Function: Oracle Fusion HCM/Payroll Data Migration

Reporting To: [Programme/Data Migration Manager/Delivery Lead]

Role Type: Hands-on Lead - Delivery, Analysis and Technical Execution

Primary Focus

End-to-end migration ownership from Legacy extraction requirements through Fusion load, reconciliation and business validation

Role Purpose

The Oracle Fusion HCM & Payroll Data Migration Lead is responsible for leading and executing the end-to-end data migration life cycle for Oracle Fusion implementations. The role works closely with customer data teams, business stakeholders and HCM/Payroll functional consultants to define what data is required, how Legacy data must be extracted, how it maps to Oracle Fusion, and how it is transformed, loaded, reconciled and validated.

This is a hands-on delivery role, not a coordination-only position.

The successful candidate is expected to personally create and review migration files, perform Oracle Fusion data loads, analyse load failures, correct and reload data, develop reconciliation outputs, investigate data quality issues and provide clear explanations and recommendations to both customer and project teams.

Required Technical Skills and Knowledge

  • Strong hands-on experience delivering Oracle Fusion HCM and/or Payroll data migration activities.
  • Strong understanding of Oracle Fusion HCM data structures, effective-dated data and dependencies between key migration objects.
  • Practical experience preparing and loading data using Oracle HCM Data Loader (HDL); HSDL experience is beneficial.
  • Ability to interpret HDL load errors, diagnose root causes and independently resolve or coordinate fixes.
  • Strong SQL skills for data analysis, transformation, validation and reconciliation; PL/SQL experience is advantageous.
  • Working knowledge of Oracle Fusion reporting capabilities, particularly BI Publisher and OTBI, for post-load validation and reconciliation.
  • Advanced Microsoft Excel capability, including complex formulas, lookups, pivots, data cleansing, comparison and large-volume analysis; Power Query or similar analytical tooling is advantageous.
  • Strong understanding of data mapping, transformation, cleansing, validation, reconciliation and migration quality controls.
  • Experience working with HCM and Payroll functional teams and translating functional design/configuration into actionable migration requirements.
  • Ability to analyse large and complex datasets, identify anomalies and explain data issues clearly to technical and non-technical stakeholders.

HCM/Payroll Domain Knowledge

The candidate should be comfortable working across a broad range of HCM and Payroll data domains. Depending on project scope, this may include:

Enterprise structures and reference data (eg, legal employers, business units, departments, jobs, grades, locations and positions).

Worker, person, work relationship, assignment and employment history data.

Manager and organisational relationships.

Payroll relationships, payroll assignments, elements, element entries, payment methods, bank information and payroll balances.

Other HCM/Payroll objects and historical data required by the implementation.

Required Experience

  • Proven experience leading data migration workstreams within Oracle Fusion HCM and/or Payroll implementation programmes.
  • Demonstrable experience working directly with customer source-data teams where the customer owns Legacy extraction activities.
  • Experience completing multiple migration cycles from initial mapping through mock loads, validation, reconciliation, defect resolution, cutover and final production load.
  • Track record of personally performing data preparation, file creation, load execution and troubleshooting in addition to migration coordination.
  • Experience presenting migration findings, data defects and resolution options to business users, functional consultants and programme leadership.

Desirable/Advantageous Skills

  • Experience with UK Oracle Fusion Payroll implementations and payroll migration/reconciliation.
  • Experience migrating from ResourceLink or other enterprise HR/payroll Legacy platforms.
  • Knowledge of FBDI, REST/SOAP interfaces, Oracle Integration Cloud or broader Fusion integration patterns.
  • Experience with data migration accelerators, ETL tools, Scripting languages or automation used to transform and validate high-volume migration data.
  • Understanding of Oracle Fusion security and scheduled processes that can affect post-load data visibility or downstream processing.
  • Experience with defect-management and delivery tools such as Jira, SpiraTest or similar platforms.

Ideal Candidate Profile

A delivery-focused Oracle Fusion data migration professional who can lead the workstream at programme level while remaining fully capable of doing the detailed migration work themselves-from analysing a source extract and defining mappings to creating HDL files, fixing load errors, reconciling Fusion data and defending the results with evidence.
