Summary: The Oracle Fusion Consultant will lead the end-to-end implementation of Oracle Fusion Learning Management, overseeing all phases from requirements gathering to post-go-live support. The role involves configuring learning modules, advising stakeholders on best practices, and ensuring compliance with data protection standards. The consultant will also collaborate with technical teams for integrations and provide ongoing support to optimize learning processes. Strong experience in Oracle Learning Management and client engagement is essential for success in this position.
Key Responsibilities:
- Lead the complete implementation lifecycle of Oracle Fusion Learning Management including requirements gathering, solution design, configuration, testing, cutover, and post-go-live support.
- Conduct Learning discovery workshops covering Learning Catalog, Courses, Offerings, Specializations, Communities, Skills, Learning Assignments, and OTBI Reporting.
- Translate business requirements into scalable and compliant Oracle Learning configurations.
- Configure Learning Catalog structures: Courses, Offerings, Activities, Learning Paths, Specializations, Subscriptions.
- Set up Learning Initiatives, Required Learning, and Assignment rules.
- Implement Skills Center and Career Development integration (if in scope).
- Configure Approval rules, Learning Access, Learning Security Roles, and Instructor-led training (ILT) setups.
- Define and configure Learning Journeys and integration with HCM Journeys (if applicable).
- Manage Digital Learning Integrations (e.g., SCORM, xAPI, LinkedIn Learning, external providers).
- Develop Learning Report dashboards using OTBI for Learning KPIs.
- Advise business teams on Learning best practices.
- Conduct business readiness, training, and workshops for HR/L&D teams.
- Work with global Learning stakeholders to define enterprise Learning governance model and Learning architecture.
- Prepare CRP/Prototype, SIT, UAT test scenarios based on Learning processes.
- Oversee learning content migration, digital file structure, and catalog optimization.
- Support data migration validation for Learner Records, Learning Assignments, Histories, Courses, Certifications.
- Support cutover activities and transition to operations.
- Work with technical teams for Integration using Learning REST APIs for: Learning assignments, content ingestion, progress updates, learning completions.
- Collaborate with Integration teams on Oracle Integration Cloud (OIC), SCORM engines, and external content providers.
- Ensure compliance with enterprise architecture and UK data protection standards.
- Provide hypercare support and stabilize Learning processes.
- Drive continuous optimization, release review, and quarterly update analysis for Learning module.
Key Skills:
- Deep knowledge of Oracle Fusion Learning Management Module (latest release).
- Experience with Learning Catalog, ILT, Learning Assignments, Skills Center, Learning Journeys, and Communities.
- Strong understanding of cross-module alignment: Core HR, Talent Management, Performance, Career Development, HCM Security, Roles & OTBI.
- Hands-on experience with Learning REST APIs (Create/update assignments, completions, content).
- SCORM/xAPI standards.
- OTBI, BI Publisher Learning reports.
- OIC-based learning integrations (preferred).
- Capability to review technical design documents, integrations, and custom reports.
- Strong onsite client engagement experience (Minimum 6+ years UK/Europe).
- Ability to lead C-level discussions and Learning Transformation roadmap sessions.
- Excellent communication, requirement analysis, and solution presentation skills.
- Bachelor’s degree from any stream.
- Oracle HCM Cloud certifications preferred: Oracle Cloud HCM Learning Implementation Specialist (highly desirable).
- Proven track record of at least 5–7 full-cycle implementations of Oracle Fusion Learning.
- Experience working with large public sector / higher education / healthcare clients in UK (good to have).
- Experience integrating LinkedIn Learning, Skillsoft, Cornerstone, or internal LMS repositories.
- Knowledge of UK GDPR, learning compliance standards, audit requirements.
