Location - Birmingham

As an Operations Manager at HS2 within Land and Property, you will bring a high level of technical Land Referencing experience to help improve consistency, efficiency and effectiveness of the Land Assembly team with a focus on the stakeholder experience.

About the Role:

It is expected that you will actively promote and embed Equality, Diversity and Inclusion (EDI) in all your work and support and comply with all organisational initiatives, policies and procedures on EDI.

  • Lead on the implementation, refinement and improvement of the systems necessary to acquire and/or possess the land required for the railway
  • Develop and maintain strong working relationships across Department for Transport, Land and Property, Property policy teams, and the Independent Land Advisor
  • Provide specialist advice to the Land Assembly Managers to ensure land is delivered in the right way, to the right quality following approved processes and governance
  • Drive improvements in the quality of supplier data and plan submissions to ensure delivery on a “right first time” basis; increase the efficiency and cost effectiveness of supplier operations through identification of areas of process improvement and performance management
  • Maintain a robust regime of assurance to ensure compliance is maintained
  • Work with the Land Assembly and Referencing Team to develop and refine the processes, policies and Health and Safety procedures for the timely acquisition of land and in a manner that is sympathetic to those affected
  • Support the development and implementation of a Learning and Development programme for the Land Assembly and Referencing team to ensure continual improvement in capability and compliance with professional Continues Professional Development (CPD) requirements
  • Improve the collaboration with Suppliers to ensure suppliers’ behaviours and activities are coordinated and outputs are delivered within agreed quality, cost and time targets, challenging where required
  • Lead on short term business priority projects to further the team’s suite of policies and processes

About You:

Knowledge

  • Project management theory, qualifications or project planning tools
  • Understanding of acquisition and land assembly processes
  • Working knowledge of government procedures and processes
  • Knowledge of land referencing and assembly including requirements for Hybrid Bills and Transport & Works Act Orders.

Experience

  • Experience of compulsory purchase powers including relevant statutes and established practices
  • Experience of managing own projects and workload independently including experience of compiling and analysing data using Excel (or equivalent), GIS and database reporting tools
  • Experience of working with teams to develop effective working relationships and manage performance to ensure delivery
  • Experience of managing a process within a technical discipline.
  • Reporting to and engaging day to day with senior stakeholders; providing them with consistent, high quality information targeted for senior managers.
  • Delivery experience in a similar environment (e.g. within judicial style process).
  • Dealing with public facing complaints, policy development or stakeholder issues
