Summary: The Operational Strategy Lead will oversee the development and implementation of strategic initiatives related to vaccines and countermeasures within the UK Health Security Agency (UKHSA). This role involves cross-functional leadership, strategic planning, and collaboration with various stakeholders to ensure effective vaccine delivery and procurement strategies. The position requires anticipating future needs and driving continuous improvement across multiple programs. The successful candidate will also manage relationships with senior officials and contribute to high-level policy discussions.

Key Responsibilities:

  • Ensure seamless integration and collaboration across Vaccines and Countermeasures Delivery (VCD) and counterpart areas.
  • Develop near and long-term operational strategy interventions for vaccine supply, procurement, and operations.
  • Support senior officials in assessing vaccine strategy effectiveness for health outcomes and resource utilization.
  • Oversee strategic business case input for new vaccine programs.
  • Shape end-to-end systems design for vaccine delivery initiatives.
  • Develop strategic approaches for the Spending Review and business planning.
  • Serve as the primary contact for vaccines and countermeasures, engaging with Ministers and policy discussions.
  • Integrate expertise from team members and act as a triage point for inquiries.
  • Ensure compliance with Good Distribution Practice (GDP) standards in operational activities.
  • Collaborate with various departments to shape policy and decision-making for vaccine procurement.
  • Contribute to governance processes and support the UKHSA Vaccine Board.
  • Manage line responsibilities for Senior Executive Officers (SEOs).
