Summary: The role of Operating Model Lead involves supporting the development of a new Operating Model for Resource Management within a large public sector organization. This position is critical to a major transformation program aimed at enhancing operational service resourcing. The successful candidate will engage with stakeholders, conduct reviews, and develop operating models to align with strategic goals. The role requires strong analytical and communication skills, along with experience in complex operational environments.

Key Responsibilities:

  • Support the design and delivery of stakeholder workshops to assess current and future operating models.
  • Conduct desktop reviews of historical model documentation to inform present outputs.
  • Develop a baseline "as-is" operating model, including resource profile, cost analysis, and performance metrics.
  • Review and update the existing case for change to align with current strategic goals.
  • Assist in producing high-level and detailed "to-be" operating models for senior stakeholder review.
  • Engage with external delivery partners to refine the detailed operating model.
  • Identify and recommend interim improvements to deliver early benefits.
  • Support documentation of options and recommendations to inform decision-making.
  • Work with the Operating Model Lead to define structures, roles, responsibilities, policies, and ways of working.
  • Ensure all deliverables are aligned with programme objectives and operational requirements.

  • Proven experience in operating model development or implementation.
  • Background in Shared Services, Global Business Services, or complex operational environments.
  • Strong stakeholder engagement and workshop facilitation skills.
  • Analytical skills to manage and interpret complex data and documentation.
  • Clear and concise communication and documentation abilities.
  • Knowledge of resource management or rostering systems (desirable).
  • Experience working in or alongside public sector or service-led organisations (desirable).
