Summary: The NHU Policy & Strategy Officer role within the CTPHQ National HUMINT Unit focuses on the planning, development, and delivery of national HUMINT policies and guidance. The position requires collaboration with police colleagues and external partners to ensure compliance and effective communication across the CT network. Key Responsibilities:

  • Provide guidance and support to the CTP National HUMINT network, and coordinate the delivery of the national HUMINT policies and procedures
  • Maintain and update national guidance as and when changes have been agreed and formally signed off
  • Produce high quality and informed documentation to support CT HUMINT policy changes, record and communicate out effectively to all relevant parties and stakeholders
  • Build and maintain effective working relationships with regional CT teams and partner agencies
  • Attend local and national meetings on behalf of the NHU in relation to HUMINT policies
  • Maintain a professional working knowledge of relevant legislative procedures and national policy
  • Work together with key stakeholders to maintain national policy
  • Maintain relationships with regional colleagues to ensure compliance of agreed standards and provide a point of liaison at CTPHQ to effect early resolution of emerging issues
  • Ensure key changes to policy and processes are implemented throughout the network
  • Ensure that the work of policy developers meets the required standards before sign off and presentation at the relevant governance boards for final sign off
  • Support the network in resolving any policy/process/guidance related issues raised by the CTP Network working with the governance board to prioritise according to risk
  • Undertake academic, legal and open-source research for emerging areas impacting HUMINT
  • Manage and be a point of contact for the CT network regarding some National databases
  • Ensure that any changes made to systems follow the agreed process and liaise with the external company providing that service

Information About The Role

The role requires an individual who has the drive and commitment to be part of the CTPHQ National HUMINT Unit (NHU) to work within the Policy and Strategy Team. Experience of planning, development and successful delivery of HUMINT related national policies, standards and guidance is required. This would include the de-confliction of intelligence related policies and guidance created by other areas of business within the CTP network. The role includes managing specific allocated work packages within set timescales as well as providing support, guidance and communication to the wider CT network. To achieve this involves collaborative working with police colleagues across the UK as well as external partners.
