Summary: The Senior Highways Engineer role involves providing technical leadership on local highways projects within the Transportation Infrastructure Service. The position requires a chartered engineer or someone of chartered competency to lead a team, manage communications with stakeholders, and ensure compliance with design standards. Responsibilities include project management, delivering highway designs, and mentoring junior engineers. The role is based in Rotherham and requires a strong background in transportation and road safety policies.

Key Responsibilities:

  • Act as Client or Principal Designer for schemes delivered within the team.
  • Develop business cases and feasibility studies to ensure project outcomes and benefits.
  • Deliver highway designs using AutoCAD and associated design packages.
  • Prepare tender packages, including drawings, bills of quantities, specifications, and Pre-Construction Health & Safety Plans.
  • Draft and consult on Traffic Regulation Orders in liaison with Legal.
  • Prepare cost estimates for client budgeting purposes.
  • Ensure all designs comply with current design standards and CDM 2015 regulations.
  • Manage communications with councillors and stakeholders.
  • Project management and technical delivery from inception through to completion.
  • Train and mentor junior engineers.
  • Manage personal workload to achieve project deliverables within agreed objectives.

Key Skills:

  • Substantial experience as a Senior Engineer within the Public Sector.
  • Strong background in transportation, road traffic, and road safety policies, procedures, and legislation.
  • Proven track record of delivering projects/work programmes to quality, time, and budget.
  • Leadership experience with the ability to plan and allocate work, supervise, direct, and coordinate a team.
  • Knowledge of value for money and best practice principles.
  • Proficiency in specialist IT software packages such as AutoCAD, Mapinfo, GIS, or similar.
  • Extensive experience in Safety, Health, and Environmental compliance, particularly with CDM regulations.
  • Ability to manage multiple projects and lead delivery teams.
  • Excellent stakeholder management skills.
