The Role

Position: Locum Commercial Contracts Lawyer

Working Arrangement: Full Time, Hybrid working (with weekly office attendance desirable)

Contract Length: 6-month initial contract

Rate: Up to £65 per hour umbrella

Start: Short notice

Key Responsibilities

The candidate needs to be experienced, work in a fast-paced environment and provide clear, practical legal advice on a varied, complex and high-profile caseload of commercial and regeneration matters while building positive working relationships across the Council

Commercial and Procurement Work

  • Provide legal advice on procurement and commercial matters.
  • Advise on compliance with the Procurement Act 2023 and related regulations.
  • Draft, review and negotiate commercial contracts and agreements.
  • Support procurement processes from start to finish.
  • Advise on procurement strategy, governance and risk.
  • Support contract management and help resolve disputes when needed.

Regeneration and Development Projects (Non Property Led)

  • Support property and planning colleagues on regeneration, infrastructure and development projects.
  • Draft and negotiate development, collaboration and funding agreements.
  • Advise on partnerships, joint ventures and other delivery models.
  • Support government-funded regeneration programmes and investment projects, including subsidy control matters.

Project Support and Stakeholder Management

  • Work closely with senior officers, project teams and external partners.
  • Provide practical legal advice to help projects progress.
  • Manage a varied caseload of commercial and regeneration work.
  • Attend project boards, governance meetings and other key forums.
  • Support projects delivered within challenging timescales.

Governance and Risk

  • Ensure legal compliance and advise on risks.
  • Assist with decision reports and provide advice to senior managers and elected members.
  • Support decision-making processes in line with the Council’s governance framework.
  • Contribute to risk assessments and governance recommendations.

Professional Practice

  • Carry out all work in line with professional standards and the Council’s governance requirements.
  • Keep up to date with developments in procurement, commercial and regeneration law.
  • Support and mentor junior legal colleagues where appropriate.
  • Promote continuous improvement and good practice within the legal team
