Summary: The Lead Business Analyst will provide senior leadership in business analysis for a digital transformation consultancy, ensuring the timely flow of analysis and functional requirements to the delivery team. This role involves managing the BA workstream, coordinating contributions from project colleagues, and maintaining alignment with project milestones. The position requires collaboration with various stakeholders and a proactive approach to identifying dependencies and risks. Experience in public sector digital delivery is desirable but not essential.
Key Responsibilities:
- Own and manage the BA workstream end-to-end including current development phases and future phase planning
- Ensure Jira tickets are raised, populated with sufficient analysis and intent, and ready for Storm’s team to convert into build-ready requirements ahead of each sprint planning session
- Co-ordinate BA contributions from other project colleagues and stakeholders, providing clear direction and prioritisation
- Attend and actively contribute to sprint planning, backlog refinement and sessions with the Storm delivery team
- Work closely with the client Product Owner, service designers and user researchers to ensure design decisions and research findings are translated promptly into actionable backlog items
- Maintain a forward-looking view of requirements across upcoming sprints and phases, identifying dependencies and gaps before they become blockers
- Map all projected BA activity onto a calendar to ensure activity is completed in alignment with project milestones
- Escalate risks and blockers to programme leadership promptly, with a clear recommendation on resolution
Key Skills:
- Proven experience as a senior or lead BA on a complex, multi-stakeholder digital programme
- Comfortable working at pace within an agile, sprint-based delivery environment
- Strong technical engagement with developers and architects
- Strong commercial understanding of programme milestones
- Natural collaborator who can align people around shared priorities
- Experience of public sector digital delivery, ideally within Scottish Government or a related environment (desirable but not essential)

About the role
You will provide dedicated, senior BA leadership across the project, acting as the single accountable point of contact for all business analysis activity. You will ensure that the client's analysis, design intent and functional requirements flow consistently and on time to Storm’s delivery team, maintaining sprint velocity and protecting milestones.

Experience
- Proven experience as a senior or lead BA on a complex, multi-stakeholder digital programme
- Comfortable working at pace within an agile, sprint-based delivery environment
- Strong enough technically to engage meaningfully with developers and architects, and strong enough commercially to understand the programme milestones they are helping to protect
- A natural collaborator who can align people around shared priorities without needing to rely on authority
- Experience of public sector digital delivery, ideally within Scottish Government or a related environment, is desirable but not essential
