Summary: Belmont Recruitment is seeking an experienced Lead Auditor for a temporary full-time position with a Greater Manchester Local Authority, working 35 hours per week on a hybrid basis. The role involves planning and delivering investigations into complex and sensitive issues, assessing allegations, and making decisions that may lead to prosecution or police referral. The candidate will also support the Audit and Assurance Manager in developing audit strategies and ensuring quality service delivery. Key Responsibilities:

  • Plan and deliver audit work, assignments, and investigations focusing on complex, technical, or sensitive issues.
  • Support the Audit and Assurance Manager in developing and implementing effective audit and counter fraud plans.
  • Undertake audits and investigations of a complex, critical, and/or sensitive nature.
  • Support auditors in delivering routine and complex audit assignments to meet quality standards and deadlines.
  • Draft policy and procedural matters and implement their coordination and delivery.
  • Drive the efficient delivery of projects and workstreams, managing stakeholder expectations.
  • Provide strong leadership and direction to stakeholders to maximize performance.
  • Develop robust business cases to support change activities and drive decision-making.
  • Contribute to key initiatives and programmes for effective decision-making.
  • Identify opportunities for improvement in governance, risk management, or internal control systems.

Key Skills:

  • Prior experience in a similar role within a Public Sector entity, ideally within a Local Authority.
  • Strong knowledge of housing tenancy fraud, council tax fraud, etc.
  • Able to independently complete investigations.
  • ACFS / PINS / ACFT qualification.

Belmont Recruitment are currently seeking an experienced Lead Auditor to work with a Greater Manchester Local Authority on a temporary basis. This is a full-time role working 35 hours per week (Mon – Fri) on a hybrid basis.

The incoming candidate will be required to plan and deliver investigations which may include complex, technical or sensitive areas. The role involves assessment of allegations / referrals, planning an investigation approach, delivery and evaluation of evidence to decision making - which can extend from no further action through to a proposal to prosecute or referral to the police.

Main Duties

  • Plan and deliver audit work, assignments, and investigations with a particular focus on complex, technical or sensitive issues
  • Support the Audit and Assurance Manager to develop and implement effective and appropriate audit and counter fraud plans that address key risks for an assigned area of Council activities
  • Support the Audit and Assurance Manager to develop and implement effective and appropriate audit and counter fraud strategies and approaches to drive continuous improvement and quality of service to clients
  • Undertake audits, investigations and assignments of a complex, critical and/or sensitive nature to achieve improvement in the systems of governance, risk management and internal control
  • Support auditors in delivering routine and more complex audit assignments to ensure that quality standards and deadlines are being achieved
  • Draft policy and procedural matters and implement their coordination and delivery
  • Drive the efficient and effective delivery of projects and workstreams, managing stakeholder and customer expectations and providing research and development information for specific initiatives
  • Provide strong leadership and direction to relevant stakeholders through appropriate management to maximise performance and contribution of key objectives
  • Provide solution options to complex problems, and develop robust business cases to support all change activities to drive timely decision-making
  • Support and contribute to key initiatives and programmes to ensure that they are delivered successfully resulting in effective decision making through effective liaison and coordination
  • Through their understanding of the business, the role holder's work responds effectively to key risks, provides confidence and assurance where appropriate and identifies opportunities for improvement in the systems of governance, risk management or internal control

Essential Criteria

  • Prior experience in a similar role within a Public Sector entity, ideally within a Local Authority
  • Strong knowledge of housing tenancy fraud, council tax fraud, etc.
  • Abie to independently complete investigations
  • ACFS / PINS / ACFT qualification
