Summary: The IT Programme Manager will lead the entire lifecycle of IT programmes, ensuring compliance with governance frameworks and effective stakeholder management. This role requires managing resources, risks, and vendor relationships while providing technical oversight and performance monitoring. The ideal candidate will have extensive experience in IT programme management, particularly within the Oil and Gas industry, and possess strong analytical and communication skills.

Key Responsibilities:

  • Leading the entire lifecycle of the IT programme, from initiation and planning to execution, monitoring, and closure.
  • Establishing and maintaining strong governance frameworks to ensure compliance with company policies, industry standards, and regulatory requirements.
  • Engaging with key stakeholders, both internal and external, to ensure alignment with programme objectives and to manage expectations effectively.
  • Managing resources, including personnel and budgets, to ensure the efficient and effective delivery of programme objectives.
  • Identifying, assessing, and mitigating risks to ensure the successful delivery of the programme.
  • Tracking and reporting on programme performance, using key performance indicators (KPIs) and other metrics to drive continuous improvement.
  • Managing relationships with third-party vendors and ensuring that deliverables meet the required quality standards and timelines.
  • Leading change management initiatives to ensure smooth transitions and adoption of new technologies and processes within the organisation.
  • Providing technical guidance and oversight to ensure that IT solutions are aligned with business needs and industry best practices.
  • Ensuring comprehensive documentation of all programme activities, including plans, reports, and lessons learned.

Key Skills:

  • Minimum of 10 years of experience in IT programme management, with a proven track record of successfully delivering large-scale IT programmes.
  • Strong knowledge of IT governance, compliance, and risk management frameworks.
  • Experience in managing IT programmes in the Oil and Gas industry or a similarly regulated environment.
  • Excellent stakeholder management and communication skills, with the ability to engage and influence at all levels of the organisation.
  • Proven ability to manage budgets, resources, and timelines effectively.
  • Strong analytical and problem-solving skills, with the ability to identify and mitigate risks proactively.
  • Experience with vendor management and contract negotiations.
  • Proficiency in project management tools and methodologies, such as PMP, PRINCE2, or Agile.
  • Strong problem-solving skills and the ability to work under pressure.
  • Strong team player with demonstrated ability in consensus building to ensure excellent stakeholder engagement, alignment, and ethical decision-making.
  • Excellent communication and interpersonal skills.
  • Essential fluency in English, both written and spoken.
  • Desirable proficiency in Arabic and/or Kurdish.
