Summary: The IT Procurement Manager (Contract) is responsible for overseeing User Acceptance Testing (UAT) and managing centralized procurement activities for IT-related needs. This role involves supporting end-to-end procurement processes, vendor management, and tracking procurement progress to enhance operational efficiency. The position requires a strong background in procurement practices and excellent communication skills, particularly in English and Chinese.

Key Responsibilities:

  • Oversee and execute User Acceptance Testing (UAT) for the procurement management system.
  • Manage centralized procurement activities for IT-related needs, including software and implementation services.
  • Support end-to-end procurement processes, including conducting market analysis, developing procurement strategies, preparing and issuing RFQs/RFPs, coordinating evaluations, performing total cost analysis, managing contract negotiations, recommending suppliers, and awarding contracts.
  • Assist in vendor management tasks such as vendor evaluation and contract administration.
  • Track procurement progress and proactively resolve any issues that arise.
  • Identify and implement opportunities to reduce costs and improve operational efficiency.
  • Evaluate supplier performance and review contract terms regularly.

Key Skills:

  • Bachelor's degree or higher in Computer Science, Information Technology, or related business disciplines.
  • Minimum of 3 years of proven experience in procurement, purchasing, sourcing, or related fields.
  • Hands-on experience with UAT for IT systems is highly desirable.
  • Strong background in procurement practices; holding a relevant professional qualification is an added advantage.
  • Skilled in contract negotiation, vendor sourcing, and supplier relationship management.
  • Excellent interpersonal, communication, and negotiation abilities.
  • Proficiency in both written and spoken English and Chinese; Mandarin language skills are a plus.
