IT Delivery & Integration Manager

Key Requirements

The overarching responsibility of this role is to integrate all IT and data workstreams so that the programme moves as a single coherent plan rather than a series of parallel supplier tracks.

This means maintaining a consolidated view of milestones, dependencies and critical path across Build & IT Infrastructure, Network & Integration Architecture and Software & Data Implementations, and ensuring any risks or gaps that cross workstream boundaries are surfaced and resolved promptly.

Clearly define scope and responsibilities across all parties within the IT delivery structure; identify any gaps or grey areas in coverage; establish robust programme governance including a single consolidated action, risk, issue and decision tracker; and bring a recommendation to the CFO on any areas where additional resource or supplier appointment is required.

This includes the IT infrastructure elements required to support the Site’s operating model, including servers, virtualisation, storage, networking foundations, security, end-user infrastructure, comms rooms and related dependencies with the physical build.

Key Responsibilities

The Candidate will chase design signoff and delivery milestones, challenge assumptions where requirements appear incomplete or generic, and escalate gaps or risks to the CFO. The role does not produce detailed technical designs.

Blend produced the original high-level network scope that fed into the brief, but are no longer engaged on the programme, and their scope was high-level and generic.

The role holder must validate the design against the Client’s actual requirements, including:

clinical system usage

Wi-Fi and guest connectivity

staff devices

nurse call dependencies

cyber/security requirements

comms room design

resilience and business continuity

support model and future scalability

The candidate will drive completion of the outstanding low-level network design and ensure the design is tested against operational, clinical, hospitality and infrastructure requirements before sign-off. Technical design work remains with the appointed specialists.

This includes consolidating their reporting, chasing agreed deliverables, identifying scope gaps, coordinating integration activity between workstreams, and acting as first point of contact for day-to-day queries.

Where procurement of new suppliers or specialist resource is required to fill identified delivery gaps, the candidate will lead the selection process on behalf of the Client:

scoping requirements, running competitive tender or shortlisting processes, evaluating submissions and recommending preferred suppliers to the CFO for approval.

This applies across all workstreams where gaps are identified, including network supplier appointment, testing and commissioning resource and any other specialist capability gaps.

Coordinate the supplier or resource responsible for IT testing and commissioning as the Site approaches Practical Completion, ensuring that commissioning activity is planned, resourced and integrated into the overall programme timeline.

The formal signoff on testing and commissioning outcomes sits with the relevant operational and technical leads; this role owns the planning, scheduling and coordination of that activity.

The candidate will also lead the IT contribution to go-live preparation, including the activities set out in the R2 programme: the setup of the IT helpdesk function and the go-live support model, ensuring these are operational by the Site opening.

Own and direct the currently vacant “IT Engineer Integrator” function – coordinating between physical build IT works (risers, cable containment, communications rooms) and the design layer – by directing or contracted resource to deliver it.

There is currently a lack of clarity over where this function sits contractually, so the candidate will need to confirm the position with the Client and identify any gaps that needs to cover.

This is a directing/managing accountability, not a hands-on technical one.

Expected to maintain a consolidated IT delivery action/risk/decision tracker across the Client-side actions.

This should become the single working reference for IT delivery status, risks, issues, dependencies and decisions, replacing fragmented supplier-by-supplier reporting.

Key Experience

Experience delivering IT infrastructure and/or network workstreams within a construction, fitout or commissioning programme, ideally in healthcare, hospitality or another regulated, 24/7 operational estate.

Understanding of data and integration architecture – able to engage meaningfully with integration work and translate requirements between clinical, operational and technical teams.

Comfortable working across construction, M&E, IT infrastructure, digital systems and operational stakeholders, translating between technical and nontechnical teams.

Experience managing multiple external consultancies and suppliers and holding them to account without formal contractual authority over them.

Strong enough technical understanding to challenge infrastructure, network and integration assumptions without needing to be the detailed technical designer.

Familiarity with the demands of an operational business trading 24/7 – understanding the implications of IT design and go-live decisions on a live clinical and hospitality environment.

Strong stakeholder reporting skills – able to consolidate technical input from multiple sources into clear executive-level reporting suitable for Board and CEO.

Practical, delivery-focused and comfortable working in a start-up environment where roles, dependencies and supplier responsibilities need to be actively clarified rather than assumed.

Healthcare, regulated hospitality or similar sector experience preferred but not essential – the ability to get up to speed quickly in a complex, multistakeholder environment is more important.
