Summary: The Interim Senior Finance Manager (HRA) role involves overseeing the financial strategy for a local authority's housing service area, ensuring compliance with financial regulations and best practices. The position requires collaboration with various departments to support the development and management of the Council's services, alongside managing a small team. This is a six-month contract with a focus on strategic financial planning and capital investment. The role is based in London and requires immediate availability.
Key Responsibilities:
- Ensure the Council's financial strategy requirements are met.
- Deputise for and support the Head of Finance in delivering professional services to the Housing service area.
- Support the creation and monitoring of the Council's HRA 30 Year Business Plan.
- Manage two staff members.
- Provide strategic, corporate, and departmental financial planning and budgeting services.
- Lead on the Housing Capital Programme monitoring and capital financing.
- Collaborate with Directors and Heads of Service to integrate financial decision-making.
- Advise on financial aspects of local systems and ensure robust processes and procedures.
- Evaluate legislative and policy changes for financial impact on services.
Key Skills:
- CCAB or CIMA Qualified with post-qualification finance/accounting experience.
- Strong attention to detail and problem-solving skills.
- Excellent written and verbal communication skills.
- Strong HRA experience in a local authority organization.
- Strong strategic FBP experience in a local authority organization.
- Immediately available for work.
