Interim Finance Manager – Collection Fund

My Local Government client is looking to recruit an interim to join the team for a period of circa 6 months, leading on the Collection Fund and NNDR accounting. Reporting into the Head of Finance you will manage the complexities of council tax and business rates retention, ensuring accurate accounting, statutory forecasting, and strategic financial advice to support our council’s frontline services.

Key Responsibilities

  • Collection Fund Management: Lead the accounting, reconciliation, and distribution of Council Tax and NNDR for both the billing authority and major preceptors.
  • Statutory Returns: Complete and submit crucial government returns, including NNDR1, NNDR3, and CTR schemes, ensuring full compliance with MHCLG/government guidelines.
  • Financial Forecasting: Model and forecast business rates retention, safety net thresholds, and levy positions to inform the council’s Medium-Term Financial Plan (MTFP).
  • Year-End Accounting: Produce the Collection Fund statement and disclosure notes for the annual Statement of Accounts, liaising directly with external auditors.

To be considered for the role you will need to be a qualified accountant with previous experience in NNDR and Collection Fund within a Local Government environment.

This is an interim role and can be considered on a full time or part time (3 days a week) basis. The day rate is circa £600 a day.
