Key Responsibilities:

  • Deliver projects including Staffing Cost Analysis, Contract Financial Viability Analysis, and Financial Analysis for Temporary Accommodation.
  • Provide financial clarity and governance assurance over staffing costs.
  • Assess financial viability of commissioned contracts by analyzing income against costs.
  • Ensure compliance over rent, service charges, and agency management agreements.
  • Analyze rent and service charge structures against Housing Benefit rules.
  • Review personal contribution arrangements and agency management agreements.
  • Produce Board-ready assurance outputs.

Key Skills:

  • Qualified accountant (CCAB or equivalent) or equivalent experience in complex financial analysis.
  • Strong experience in financial analysis using contracts, leases, and grant agreements.
  • Proven ability to attribute costs accurately and identify unfunded liabilities.
  • High level of professional judgement, independence, and analytical rigour.
  • Experience in supported housing, temporary accommodation, and commissioned services.

Client Details Our client is a respected social justice charity organisation operating within the Surrey area . As a growing medium-sized entity, they are focused on delivering essential services and require a skilled finance professional to join their team on an interim basis. Description The Interim Finance Business Partner will lead a set of three inter-related financial assurance exercises designed to establish a clear, evidence-based understanding of the organisation's financial position across staffing, contracts, and temporary accommodation services. The postholder will deliver three defined projects, each with clear scope, methodology, and outputs: Staffing Cost Analysis & Categorisation Exercise Contract Financial Viability Analysis Rent, Service Charge, Personal Contributions and Agency Management Financial Analysis (Temporary Accommodation) To deliver financial clarity and governance assurance over staffing costs that have evolved over successive years without consistent review or allocation methodology To assess the full-cost financial viability of each commissioned contract by analysing income against all associated costs, including staffing and non-staffing expenditure To provide financial and compliance assurance over rent, service charges, personal contributions, and financial liabilities arising from agency management agreements with Registered Social Landlords (RSLs). Analyse rent and service charge structures against enhanced Housing Benefit rules Distinguish eligible and ineligible charges Review personal contribution arrangements Examine agency management agreements to identify: Management fees Rent guarantees and void responsibilities Maintenance, compliance, and health & safety liabilities Dilapidations or end-of-agreement exposures Compare total income against full costs, including: Profile Qualified accountant (CCAB or equivalent) or demonstrable equivalent experience in complex financial analysis Strong experience in financial analysis using contracts, leases, grant agreements, and formal documentation as primary data sources Proven ability to: Attribute costs accurately Identify cross-subsidy and unfunded liabilities Produce Board-ready assurance outputs High level of professional judgement, independence, and analytical rigour Experience within: Supported housing Temporary accommodation Commissioned services Knowledge of: Service charges Housing Benefit / enhanced Housing Benefit Agency management agreements with Registered Social Landlords Experience working in regulated or publicly funded environments Job Offer Competitive daily rate between 270 and 330 GBP.
