Summary: The Interim Consultant (Water Hygiene) will support the Compliance Manager in managing resources and assets within the Housing Maintenance Team to ensure compliance with water hygiene regulations. Key Responsibilities:

Purpose of the Job To assist the Compliance Manager (CM) in their daily duties to effectively manage the resources and assets within the Housing Maintenance Team/Corporate Landlord services to achieve compliance and competency. Carry out gap analysis for all social housing properties as well as Corporate landlord buildings. Investigate into all PPM’s and ensure all programmed works are carried out in accordance with Approved Code of Practice, L8 ACoP. Experience Proven experience in leading Legionella and water hygiene compliance strategies across large and diverse housing portfolios, including corporate landlord buildings. Extensive experience of Social Housing repair legislation and Landlords statutory obligations relating to the management of gas appliances, installations and water hygiene. Experience of the management of Corporate Landlord properties. Demonstrated ability to manage complex water safety and compliance projects, ensuring delivery within agreed timeframes, budgets, and quality standards. Ability to develop, implement, and monitor Key Performance Indicators (KPIs) and Service Level Agreements (SLAs) to drive continuous improvement in contractor performance and internal processes. Experience in leading resident engagement initiatives related to water safety, including effective communication of inspection schedules, outcomes, and required remedial actions.
Specific Accountabilities Act as the named Responsible/Authorised Person for DMBC as required under the Approved Code of Practice, L8 ACoP, HSG 274 & relevant Health and Safety legislation, and provide a cost-effective, customer-focused service. Carry out site analysis to ensure any remedials works will remedy root cause to solve recommended actions. Assist the Compliance Manager (CM) in providing a direct communication link between the Housing Maintenance Team and Housing Management Services and relating to Water Hygiene related repairs and improvement and water hygiene issues. Develop and manage effective legionella control measures and water hygiene compliance across all DMBC owned and managed buildings, ensuring DMBC fulfil its statutory obligations as a landlord. Manage, monitor and audit legionella control works undertaken within DMBC properties. Manage planned installations and upgrades of plant and equipment. Assist the CM in ensuring Council teams, including Corporate Landlord Services and Housing, fulfils its statutory and service duties to maintain its buildings and sites safely and effectively ensuring statutory and periodic maintenance regimes and implemented and maintained in accordance with Legislation and Approved Codes of Practice. To manage all respective team members training / qualification records, in order to fulfil the requirements ACoP L8 and to prepare and deliver regular training to team members on sector developments, and technical updates. To ensure that the Gas and Water Hygiene qualified Officers and Operatives are adequately and consistently compliant in managing water hygiene work and in their evaluation of water hygiene certification. Disseminate relevant information and guidance throughout the Directorate on revisions of Water Hygiene regulations. Assist in developing Operational and Service Improvement Plans by regularly reviewing procedures and processes and monitoring Performance Indicators and Service Standards. Assist in the gathering and management of performance information based on operational and craft staff activity. To assist in the control and accounting of all job instructions and contracts including prioritising, planning and resourcing to meet client requirements, producing reports on contract progress, attending site meetings as required. To assist in managing the expectations of new and existing customers; building and maintaining relationships including engaging and negotiating as appropriate; ensuring project progress is communicated and that problems are addressed in a timely and professional manner Develop and plan programmes in conjunction with the CM to improve pre and post inspections processes and procedures. Deputise for other staff in their absence as the responsible person with regards to Water Hygiene. Ensure that officers within the Water Hygiene portfolio are fully utilised by efficient work programming, ensuring site visits are maintained and good customer relationships are maximised. Day to day supervision and management to ensure that all operational staff including craft operatives and contractors are fully utilised, in a manner, which maintains a high level of efficiency within the Division and provides a customer orientated repairs service. Liaise with other Project Manager’s, Team Managers, Service Managers, Repairs Management Centre and housing colleagues on technical issues i.e. inspection criteria, technical advice and developing consistent procedures and processes. Monitor progress of repairs and improvement works and produce reports to include ordering and planning materials, joinery and plant, with the assistance of officers, for Housing Maintenance Team, Housing Management Services and Asset management. Ensure all work instructions are correctly acted upon and that all drawings, specifications, bills of quantities and schedules are adhered to. Ensure Health and Safety Plans/Files are collated, as CDM Regulations, where required. To comply fully with corporate policy on all aspects of asbestos works, Health & Safety plan and to actively encourage safe working practices by making “assessments” of the workplace and environment to reduce risk to the employee and the public. Ensure that your portfolio meets its contractual obligations with regard to response times and targets, with particular attention to maintaining appointments. Manage all aspects of site safety including scaffold inspections, waste collection and onsite materials storage. Provide timely information to the Corporate Safety Team regarding any issue relating to Health and Safety. Assist the Team in delivering a service, to achieve the objections detailed in the team’s service Plan. Ensure that adequate resources are available to maintain a responsive repairs service. Ensure all works are carried out in accordance with Building Regulations, Guidance Notes and the Directorates Specification Manual. Assist with the implementation of the long-term planned maintenance policy and compliance with the Decent Homes standard and Council repair standards. Robustly monitor all areas of activity within your team, with particular reference to operative’s conduct, performance management and work programming, officers competency framework, planning and absence management of both staff and manual operatives in line with corporate policy. Comply with all Water Hygiene Regulations, Health & Safety requirements, CDM Regulations and all matters relating to Environmental Protection Acts to waste disposal associated with asbestos waste and Environmental Protection Act 1990. Complaints Procedures and any statutory or Trade Regulations affecting works. Ensure contractors comply with all relevant Health and Safety Legislation with regards to their work streams along with all associated regulations and codes of conduct. Monitor and undertake Tool box talks, training and coaching of staff and operatives. To assist in maintaining and producing Risk Assessments and Method statements in line with corporate policy. To assist in maintaining and monitoring Hand Arm Vibration amongst the trade colleagues. Actively encourage safe working practices in order to reduce risk to all employees. Make safety risk assessments and issue safety permits as required. Perform inspections and schedule repairs in Dudley MBC properties utilising computerised equipment and process the work required in relation to an agreed schedule. Identify when items are subject to the Directorates re-chargeable policy, record the justification compiling photographic or video records if necessary. Advise customers and staff on technical matters such as procedures for dealing with and identifying condensation and damp. Assist in the management of work identified by Fire Risk Assessments & Water Risk Assessments to high, low rise blocks, Sheltered & Assisted living accommodation Conducting such other work as may be assigned by the, Team Manager, Group Manager or Head of Service when required.
