Summary: NTU International A/S is seeking an Infrastructure Finance Expert to support the implementation of the EIB funded EV Charging Infrastructure project in Ireland. The role involves finalizing procurement strategies and business models for EV charging infrastructure in preparation for upcoming tenders. The assignment is set to begin in March 2026 and will last for 11 months. Candidates must possess extensive experience in infrastructure finance and project delivery.

Key Responsibilities:

  • Support Zero Emission Vehicles Ireland in finalizing procurement strategy and business model for EV charging infrastructure.
  • Assist in the preparation for concession or PPP tenders scheduled for the second half of 2026.
  • Conduct financial feasibility assessments for infrastructure projects.
  • Create and manage detailed financial models projecting cash flows and investment returns.
  • Identify and analyze financial risks associated with infrastructure projects and develop mitigation strategies.
  • Provide advisory experience in developing financing strategies and plans for infrastructure projects.
  • Evaluate delivery, procurement, financing, and funding options for infrastructure projects.
  • Assess the applicability of PPP delivery and financing models.
  • Perform quantitative value for money and affordability assessments of PPP delivery scenarios.

Key Skills:

  • Bachelor’s degree in Economics, Finance, Business Studies, Science/Engineering, or relevant field.
  • Working command of English language (CEFR C1).
  • At least 15 years of experience in infrastructure and/or PPP/project finance.
  • At least 6 years of advisory or delivery experience in financing strategies for infrastructure projects.
  • Experience in financial feasibility assessments and financial modeling.

NTU International A/S is leading a consortium for the implementation of the EIB funded project called: EV Charging Infrastructure Ireland (CNC) and is searching for experts to support the core team during the implementation of this project. The objective of the Assignment is to support Zero Emission Vehicles Ireland in finalising the procurement strategy and business model / partnering approach for publicly accessible destination and neighbourhood EV charging infrastructure, in preparation for the launch of concession or PPP tenders during the second half of 2026. Duration : The intended start date is March 2026 and the services shall be provided for a period of 11 months from this date.

Qualifications and skills: At least a Bachelor’s degree in Economics, Finance, Business Studies, Science/Engineering or another field relevant to the Assignment. ( Minimum requirement ) Working command of English language (CEFR C1). ( Minimum requirement )

General professional experience: At least 15 years of experience in infrastructure and/or PPP/project finance. ( Minimum requirement )

Specific professional experience: At least 6 years of advisory or delivery experience of developing comprehensive financing strategies and plans, evaluating delivery, procurement, financing and funding options for infrastructure projects. ( Minimum requirement )

Knowledge and experience in:

  • Undertaking thorough financial feasibility assessments for infrastructure projects, considering factors such as construction costs, operational expenses, revenue projections, and potential return on investment
  • Creating and managing detailed financial models that accurately project cash flows, investment returns, and financial performance over the lifespan infrastructure projects
  • Identifying and analysing financial risks associated infrastructure projects, including market volatility, regulatory changes, and project specific challenges, developing strategies to manage and mitigate these risks
  • Risk identification, analysis, and allocation under a range of different delivery model options, development of risk mitigation strategies as demonstrated by the expert’s involvement in at least 3 projects that collectively cover all the above areas. ( Minimum requirement )

Knowledge and experience in:

  • Prior work on EV charging investment analysis
  • Identifying and assessing the applicability of PPP delivery and financing models and/or
  • Performing quantitative value for money and affordability assessment of PPP delivery scenarios as demonstrated by the expert’s involvement in at least 2 projects involving PPP finance advice that collectively cover all the above areas. ( Asset )
