Summary: The Senior HR Officer role in Beverley involves delivering high-quality Human Resources services to support senior leaders in the public sector. The position requires expertise in handling complex HR issues, including disciplinary actions and employee relations, while ensuring compliance with employment legislation. The role is a 12-month contract and requires a proactive approach to transformational change within the organization. This position is classified as inside IR35 and requires on-site presence four days a week.

Key Responsibilities:

  • Provide effective advice and guidance on all Human Resources matters by interpreting policies and procedures and employment law.
  • Implement relevant and appropriate practices on a range of Human Resources issues, including recruitment, retention, and disciplinary actions.
  • Ensure the Council takes necessary steps in relation to transformational change, restructures, and redundancy in compliance with employment legislation.
  • Develop and maintain effective working relationships with Trade Unions to resolve individual cases and deliver effective consultation on HR issues.
  • Apply local and national terms and conditions of service to ensure consistent management of HR issues.
  • Manage, lead, support, and develop HR Officers and less experienced staff to meet section and team objectives.

Key Skills:

  • CIPD qualified (Level 7).
  • Previous HR experience in Local Government or public sector.
  • Experience working with legal material, including precedents, case law, and legislation.
  • Broad-based HR experience in a large multifunctional organization with an emphasis on employee relations.
  • Experience working at a senior level with the ability to support others.
  • Experience in transformational change, restructures, and compliance with employment legislation.
  • Successfully negotiated change involving trade unions.
  • Ability to advise on HR policies and procedures.
  • Strong relationship-building skills and collaborative decision-making abilities.
  • Full Driving Licence and ability to travel within and outside the East Riding.
