Summary: The HR Business Partner / HR Manager role is an interim position focused on managing HR activities within a Council or Local Authority setting. The successful candidate will lead HR strategy implementation, manage a team, and drive organizational change while providing expert HR advice. This role requires strong communication and decision-making skills, along with extensive HR management experience. Key Responsibilities:

  • Lead on corporate projects related to terms and conditions, change management, and TU consultation.
  • Manage and lead the HR team to deliver high-quality HR solutions and workforce planning.
  • Provide expert HR advice and ensure alignment with Council-wide strategies.
  • Develop and implement customer-focused HR services with clear objectives and action plans.
  • Handle political pressures and adapt plans for best practices in HR services.
  • Lead major change initiatives and build relationships with external stakeholders.
  • Advise on budget priorities and manage the HR budget effectively.

Key Skills:

  • MCIPD or equivalent experience.
  • Extensive HR management experience within a Council or Local Authority setting.
  • Proven ability in policy development and strategic planning.
  • Effective people management skills in a customer-focused environment.
  • Successful budget management and performance management experience.
  • Knowledge of local government processes and legislative frameworks.
  • Strong project management skills and experience in partnership working.
  • Excellent communication, decision-making, and problem-solving skills.

Salary (Rate): 37.55
