Key Responsibilities:

  • Carry out regular site visits and property inspections across the district
  • Mentor and support Housing Standards / Renewal Officers, contributing to high-quality investigative and enforcement work
  • Investigate housing complaints and assess landlord compliance with relevant housing legislation
  • Advise tenants, landlords, and stakeholders on housing rights and available remedies
  • Undertake Housing Health and Safety Rating System (HHSRS) assessments to identify hazards and enforcement requirements
  • Assess and enforce mandatory HMO licensing, empty homes standards, and disrepair cases
  • Gather evidence, conduct PACE interviews, and prepare comprehensive legal enforcement files
  • Apply the Council’s enforcement policy consistently and proportionately
  • Prepare and execute enforcement actions including Improvement Notices, Prohibition Orders, Civil Penalties, and Prosecutions

Key Skills:

  • Proven experience in housing standards enforcement within a local authority
  • Strong working knowledge of housing legislation, HHSRS, and HMO licensing
  • Experience preparing legal files and undertaking enforcement action
  • Ability to work independently and manage a varied caseload
  • Full UK driving licence and access to a vehicle

About the Role
