Summary: The Homelessness Reviews and Quality Assurance Officer role involves managing statutory homelessness reviews and enhancing service quality within a local authority's housing operations. The position requires an experienced housing professional to lead on Section 202 reviews, provide expert advice, and support temporary accommodation strategies. The role offers flexible hybrid working arrangements, requiring two days in the office each week. The successful candidate will contribute to performance improvement and quality assurance across the housing team.
Key Responsibilities:
- Lead on statutory Section 202 homelessness reviews, ensuring timely and legally compliant decisions.
- Provide expert advice to senior managers, members, and colleagues on homelessness, housing advice, and allocations.
- Draft responses to MP enquiries and complex complaints, identifying service improvement opportunities.
- Support the delivery and management of temporary accommodation and help reduce reliance on bed & breakfast.
- Carry out quality reviews of decision-making across the housing team to support continuous improvement.
- Maintain expert knowledge on legal and policy developments in homelessness and housing.
- Contribute to key partnerships including the Rough Sleeping Initiative and work closely with temporary accommodation providers.
- Ensure performance against KPIs, BVPIs, and local indicators is monitored and improved wherever possible.
- Work flexibly across the housing team to support resilience and operational delivery.
Key Skills:
- Proven experience managing Section 202 homelessness reviews and in-depth understanding of the Housing Act 1996 (as amended).
- Strong working knowledge of housing allocations law, homelessness policy, and wider housing legislation.
- Experience working in or alongside local authority housing services.
- Excellent report writing, analytical, and communication skills.
- Understanding of safeguarding responsibilities and vulnerable client needs.
- Knowledge of local government frameworks and the political landscape.
- Ability to work collaboratively across teams and with external partners.
- Strong commitment to equality, diversity, and customer service.
