Summary: The Head of Housing Technical Service will lead the establishment of a new service area within a Local Authority in the South West, focusing on the management and oversight of the Council's housing stock. This role involves strategic oversight of housing repairs, capital investment, and asset management services, ensuring compliance with necessary regulations. The position requires strong leadership skills and experience in building services from the ground up, while also engaging with various stakeholders to promote a professional culture within the team.

Key Responsibilities:

• Establish the Housing Technical Service from scratch.
• Lead a team of asset management and client surveyors.
• Provide strategic oversight for housing repairs, capital investment, and asset management services.
• Ensure compliance with Health and Safety, Building regulations, and other statutory requirements.
• Monitor housing operations to complete necessary inspections and surveys.
• Research and direct external funding opportunities to support service objectives.
• Promote a professional culture among Technical Client Housing staff.
• Represent the Housing Technical Client Service at various meetings and panels.

Key Skills:

• Experience in a senior Head of Service role within a housing organization, preferably in a Local Authority.
• Management of complex budgets and understanding of the HRA financial regime.
• Knowledge of social housing policy issues and emerging trends in regulation and compliance.
• Strong organizational and political awareness.
• Experience working with tenant and resident groups.
• Ability to influence and inspire others through effective relationship building.
