Summary: The HCM Transformation Consultant will lead the transition from SAP HCM Core HR to Oracle Fusion Core HR, focusing on streamlining hire-to-retire processes and ensuring compliance with GDPR during data migration. The role involves functional design, risk management, and user acceptance testing to facilitate a smooth implementation. The consultant will also oversee data quality and governance, ensuring high adoption rates within the organization. This position requires a strong background in both SAP and Oracle HR systems, along with experience in local authority environments.

Key Responsibilities:

  • Lead Core HR design across the full hire-to-retire lifecycle
  • Translate SAP PA/OM processes into Oracle Fusion Core HR best-practice designs
  • Challenge legacy SAP customisation and Local Authority-specific workarounds
  • Design Oracle-standard worker, assignment, job, grade, position, and organisation structures
  • Act as Core HR Design Authority
  • Define HR data migration scope (migrate vs archive vs retain read-only)
  • Own HR data migration rules for workers, hierarchies, and absence balances
  • Support HR data cleansing prior to System Integrator mobilisation
  • Validate migrated HR data and support reconciliation
  • Ensure GDPR compliance and data minimisation principles
  • Identify and manage HCM functional, data, and adoption risks
  • Maintain an HCM risk register with mitigation actions
  • Escalate risks impacting Payroll accuracy, security, or statutory obligations
  • Support Design Authority and SteerCo decision making
  • Define HR test scenarios covering end-to-end employee lifecycle
  • Support SIT and lead HR involvement in UAT
  • Ensure HR design supports Payroll parallel runs
  • Support defect triage and prioritisation
  • Support HR cutover planning and sequencing
  • Validate HR readiness for go-live
  • Provide HR Core support during hypercare and stabilisation
