On behalf of HS2, we are looking for a Fraud Risk Governance & Assurance Manager (Inside IR35) for a 6 month contract based hybrid in either London or Birmingham. There is 3 days a week office attendance requirement.

HS2 is Britain’s new high-speed railway that supports the government’s number one mission growth. When it’s fully operational, the line will connect London and Birmingham in just 49 minutes. This will create better journeys for passengers. The railway links our two biggest economic centres, connects people with jobs and is attracting major investment before services begin. It then extends north of Birmingham to Handsacre in Staffordshire. Here, HS2 trains will connect to the West Coast Main Line for the Northwest and Scotland.

Role Profile:

To support its Counter Fraud & Investigations function within the CFO Directorate. This is a critical role responsible for maintaining and enhancing the Fraud Risk Assessment (FRA) programme, ensuring compliance with Government Functional Standard 013, and providing high-quality governance, reporting, and assurance across one of the UK's largest infrastructure programmes.

You will work closely with senior stakeholders across HS2 and its complex supply chain, helping to identify, assess, and mitigate fraud, bribery, and corruption risks while supporting the ongoing development of counter fraud strategies, policies, and controls.

As a Fraud Risk Governance & Assurance Manager, your main responsibilities will be to:

  • Lead the management and continuous improvement of the Fraud Risk Assessment (FRA) programme, including detailed, thematic, enterprise-level and initial fraud impact assessments.
  • Conduct fraud measurement exercises and analyse emerging fraud risks.
  • Develop and update Counter Fraud Strategies based on FRA findings and assurance activities.
  • Partner with the Proactive Fraud Manager to integrate data-led fraud insights into risk assessments and operational controls.
  • Engage with risk management leads across the HS2 supply chain to ensure effective identification and mitigation of fraud risks.
  • Ensure compliance with Government Functional Standard 013 and associated governance requirements.
  • Develop, maintain, and review fraud-related policies, including Gifts & Hospitality and Whistleblowing policies.
  • Produce high-quality reports and presentations for senior leadership, governance boards, and committees.
  • Design and deliver counter fraud training and awareness programmes across the organisation.
  • Support ongoing assurance activities and provide recommendations for process and control enhancements.

Essential

  • Significant experience managing Fraud Risk Assessment (FRA) programmes, including detailed, thematic, enterprise, and fraud impact assessments.
  • Knowledge of Government Functional Standard 013 and governance requirements relating to fraud risk management.
  • Strong stakeholder management skills with the ability to influence and collaborate across complex organisations and supply chains.
  • Understanding of relevant legislation including the Fraud Act 2006, Bribery Act 2010, and related fraud prevention regulations.
  • Experience operating within highly regulated environments or large-scale infrastructure, construction, engineering, transport, or public-sector programmes.

Desirable

  • Government Counter Fraud qualifications or equivalent professional training.
