Summary: The EV Infrastructure Programme Manager at Portsmouth Council will oversee the Electric Vehicle Infrastructure work programme, ensuring successful delivery through effective management of resources, financial requirements, and stakeholder engagement. This role involves developing strategies, monitoring progress, and reporting to external funders while collaborating with both internal teams and external consultants. The position requires strong leadership and project management skills, with a focus on delivering major transformations and complex projects. The role is hybrid, requiring two days in Portsmouth each week.

Key Responsibilities:

• Manage the successful delivery of the Electric Vehicle Infrastructure work programme.
• Establish work streams, resource needs, and financial requirements.
• Collaborate with internal colleagues and external consultants on legal, procurement, and technical matters.
• Develop and maintain the capital programme and report on progress to the EVI Programme Board.
• Identify, manage, and report key issues and risks associated with the programme.
• Report to external funders on monitoring and evaluation, including KPIs.

Key Skills:

• Proven experience as a Programme Manager in delivering major transformations and complex projects.
• Trained in Project/Programme Management Methodology (PRINCE 2, PMP, RMP, APM, MSP or similar).
• Strong attention to detail and financial reporting skills.
• Excellent planning and project/programme control skills.
• Proven leadership, analytical, people management, and communication skills.
• Ability to manage stakeholders at all organizational levels.
• Results-driven and proficient in using MS Project or similar planning tools.
