Summary: The Development Manager will oversee the progression and delivery of a local authority housing development and capital programme, managing projects from post-feasibility through to closure. This role demands strong governance, commercial awareness, and the ability to coordinate various stakeholders to ensure projects meet their time, cost, and outcome objectives. The position is focused on delivery and requires significant experience in housing development and programme management. The contract duration is between 6 to 12 months, with a daily rate of £500 outside IR35.
Key Responsibilities:
- Leading business case development, governance papers and approval gateways
- Setting up project governance, delivery structures, work packages and controls
- Managing programmes, delivery plans, RAID logs, highlight reporting and assurance
- Overseeing development budgets, cashflow forecasts and financial monitoring
- Coordinating funding strategies, including grant claims and reporting
- Leading procurement of consultants/contractors and supporting mobilisation
- Stakeholder management across internal services and external partners
Key Skills:
- Significant experience in housing development, regeneration, development delivery or capital programme management
- Strong business case and report writing capability, comfortable with governance boards
- Confident managing budgets, appraisals, cashflows and financial risk/variance
- Strong procurement and stakeholder management experience in a public sector setting
- Relevant degree (or equivalent experience). PRINCE2/MSP/APM and/or CIH/CIOB/RICS membership desirable
