Delivery Programme Manager - £825 per day | Inside IR35

London, Manchester or Bristol - 1 day per week in base location + monthly London travel
On behalf of a leading Government Department, we are looking for an experienced Delivery Programme Manager to lead a high-profile Digital Devolution programme.
The programme is focused on helping central and local government work together more effectively, supporting Mayoral Strategic Authorities with digital, data and AI foundations that enable better outcomes for local communities.
This is a senior programme leadership role where you'll be expected to bring structure to a programme that is still developing, establish effective governance and ways of working, and coordinate delivery across multidisciplinary teams and government partners.
You'll be responsible for:
- Establishing programme governance, structures, frameworks, plans and ways of working
- Leading delivery across multidisciplinary teams and partner organisations
- Developing programme roadmaps and translating strategic objectives into clear delivery plans
- Managing programme-level risks, dependencies, resources, budgets and benefits
- Building and maintaining effective assurance and performance reporting
- Working with senior stakeholders, government departments and delivery partners to align priorities
- Leading and developing project and delivery managers
- Challenging existing approaches and introducing fresh, practical ways of working
- Coordinating delivery across central government, local government, data, digital and other specialist teams
We're looking for someone who can demonstrate:
- Strong experience leading large, complex programmes within central government
- Experience establishing governance, delivery structures and teams within programmes that are not yet mature
- Programme management at scale, with evidence of managing significant teams, networks, budgets and stakeholder groups
- Strong senior stakeholder management, negotiation, partnership working and influencing skills
- The confidence to operate without formal authority and bring people together around shared outcomes
- A self-starting approach - someone who can identify problems, make decisions and move work forward without continuous direction
- Experience working in high-profile or externally facing government programmes, ideally where there has been public, ministerial or wider government scrutiny
- Strong understanding of government ways of working, with local government experience desirable
- Experience using tools such as Jira and Confluence and establishing effective delivery workflows
- Agile and/or other programme and delivery methodologies
An appropriate programme/project management qualification is required, such as MSP Practitioner, PRINCE2 Practitioner, APM PMQ/Chartered Project Professional, P3O Practitioner or equivalent.
This would suit someone who is comfortable with ambiguity, can establish structure where it doesn't yet exist, and has the credibility to coordinate senior stakeholders and multidisciplinary teams across government.
