Key Responsibilities:
- Support the discovery and design phases of the bulk migration of data to the strategic Enterprise Tax Management Platform (ETMP).
- Collaborate with technical and non-technical stakeholders to ensure requirements are incorporated into the migration plan and the plan is understood.
- Develop conceptual, logical, and physical data models for HMRC systems, ensuring models support integration, scalability, and performance.
- Lead and support the Business Analysts mapping the data and develop a realistic data migration to deliver within cost, time and risk appetite.
- Ensure compliance with HMRC data policies and standards and take responsibility for assurance of data solutions and recommend improvements.
Key Skills:
- DDAT role.
- Proven experience in data architecture, ideally within large-scale public sector or enterprise environments.
- Strong understanding of data management, data standards, and entity modelling.
- Experience of successfully migrating complex legacy data to best practice strategic solutions.
- Ability to work collaboratively across technical and business teams.
- Desirable TOGAF or DAMA (for architecture and data management).

We require a specialist Data Architect to supplement internal capacity to assist the Chief Data Architect in accelerating data standards on the large bulk migration of data from the legacy Self-Assessment Tax System (CESA) to Enterprise Tax Management Platform (ETMP). The role will require data mapping, transformation and discussions and agreements with the business on how the data should be presented / used in the target solution. Successful Discovery and Design phases are critical for setting the programme’s direction and require deep expertise in data, systems, user needs, and service design. You will work closely with the Business Analysts and stakeholders across HMRC to define data requirements for the commercial exercise, assess existing and emerging tooling, and accelerate the establishment of enterprise data standards. HMRC is improving the position of its technical health (including across security, resilience, and performance) and focusing on its most critical IT. A core focus is to deliver the strategic objective, Reforming and modernising the tax and customs system , ensuring we deliver the services our customers expect, whether they are individuals, businesses, or agents.
