Summary: The Cyber Transformation Lead role involves providing interim expertise to enhance strategic cyber security transformation within a secure Government institution. The position requires the development and implementation of cyber policies, oversight of portfolio alignment, and support for incident readiness, all while ensuring compliance with statutory obligations. The role is primarily remote with some on-site requirements in Warrington. The contract is for 12 months and is classified as outside IR35.
Key Responsibilities:
- Act as an internal cyber advisor aligned with strategy and organisational objectives.
- Lead/coordinate the resolution of complex/high profile cyber issues and facilitate stakeholder engagement.
- Develop, refresh, and embed cyber policies, standards, and procedures; track adoption/compliance.
- Provide portfolio oversight and RAG reporting; escalate and drive remediation of misalignments.
- Conduct horizon scanning and brief leadership on implications and recommendations.
- Plan and deliver awareness, education, and role-based training initiatives with metrics.
- Support the establishment of cyber profession standards with HR/L&D.

The role:
A secure Government institution requires interim expertise to accelerate strategic cyber security transformation in support the Cyber Security & Information Assurance function.
The appointed person will support the development and implementation of cyber policies and standards, uplift security culture and awareness, establish cyber profession standards, oversee portfolio alignment to strategy, deliver horizon scanning and leadership briefings, support assurance activities, and contribute to senior level incident readiness, all aligned to strategy and statutory obligations.
Scope of Services:
The ASW be engaged as an Interim Cyber Transformation Lead to:
- Act as an internal cyber advisor aligned with strategy and organisational objectives.
- Lead/coordinate the resolution of complex/high profile cyber issues and facilitate stakeholder engagement.
- Develop, refresh, and embed cyber policies, standards, and procedures; track adoption/compliance.

Assumptions & Dependencies
- Timely access to stakeholders, systems, repositories, and tooling (eg, policy library, LMS, phishing platform, service management/SIEM, PMO data).
- Availability of policy owners and project managers for reviews and attestations.
- SL will provide required clearances, facilities, and collaboration tools.
