Summary: The Cyber Security Programme Manager will lead a significant organisation-wide Cyber Security Programme within the higher education sector, focusing on enhancing security capabilities and governance. This role requires deep expertise in cyber security and involves overseeing a transformation programme that includes tool selection, capability enhancement, and restructuring of the Information Security function. The position is based in London and requires onsite presence three days a week for a six-month contract. The role is classified as inside IR35.
Key Responsibilities:
- Lead the organisation-wide Cyber Security Programme, overseeing security capability uplift and governance.
- Manage the selection and onboarding of new security tools and enhance existing technical capabilities.
- Restructure the Information Security function and establish a cross-organisation accountability model.
- Oversee an external cyber assessment to refine programme priorities and structure.
- Convene a cross-organisation cyber advisory group to shape the cyber accountability operating model.
- Develop and refine the Cyber Security Programme Scorecard to measure progress and success.
Key Skills:
- Proven experience managing large, complex cyber security programmes in similarly scaled organisations.
- Strong cyber security domain expertise.
- Proactive, self-starting approach with the ability to operate autonomously.

We are seeking an experienced and proactive Cyber Programme Manager with deep cyber security domain expertise to lead a major, organisation-wide Cyber Security Programme. This is a high-impact role overseeing the uplift of security capabilities, operating models, and strategic governance across a large and complex environment.
The Cyber Programme Manager will take ownership of a broad transformation programme that includes selecting and onboarding new security tools, enhancing existing technical capabilities, restructuring the Information Security function, establishing a cross-organisation accountability model, and delivering a range of targeted improvements to strengthen overall cyber maturity.
Short-Term Priorities
- Oversee an external cyber assessment and use the findings to refine programme priorities and structure.
- Convene a cross-organisation cyber advisory group and begin shaping the cyber accountability operating model.
- Develop and refine the first iteration of the Cyber Security Programme Scorecard to measure progress and success.
