Summary: The Interim Corporate Lead for Highway Management is a senior leadership position responsible for overseeing the strategic, operational, and financial performance of a Local Authority's Highways function in West Yorkshire. The role involves providing leadership to a multi-disciplinary team, managing significant budgets, and ensuring compliance with legislation and best practices. The successful candidate will act as a strategic advisor to senior officers and elected members on highways policy and legislation. This position requires a strong understanding of highway management and experience in a political environment.

Key Responsibilities:

  • Lead the strategic direction, performance and continuous improvement of Highway Management services, overseeing c.44 professional staff
  • Manage highway revenue budgets (c. £5m) and capital programmes (c. £10m), ensuring effective financial control and delivery
  • Oversee Streetworks, ensuring compliance with legislation and operation of the permit scheme
  • Lead the Highways Development and Transportation function, ensuring major planning applications and infrastructure schemes are effectively assessed
  • Represent the Authority at regional partnership groups to influence policy and coordinate activity
  • Review and deliver the Highways Infrastructure Asset Management Plan, embedding innovative and efficient solutions
  • Ensure major capital infrastructure programmes - including transport, active travel and safety schemes - are delivered to required standards

Key Skills:

  • Senior-level leadership experience within Highways, Engineering or a closely related discipline
  • Strong understanding of Highway Management legislation, policy and best practice
  • Demonstrable experience managing significant revenue and capital budgets
  • Proven ability to work in political environments and advise senior leaders
  • Experience of procuring and managing contracts
  • Degree in Civil Engineering, Transport Planning or similar (essential)
  • Chartered status (desirable)

Spencer Clarke Group are supporting a Local Authority in the West Yorkshire region in their search for an Interim Corporate Lead for Highway Management. This is a senior leadership role overseeing the strategic, operational, and financial performance of the Authority's Highways function, ensuring best practice, innovation, and value for money across the network.
You will provide visible leadership to a large multi-disciplinary service and act as the strategic advisor to senior officers and elected members on all highways policy, legislation, and statutory requirements.
