Summary: The Interim Corporate Lead for Highway Management is a senior leadership position responsible for overseeing the strategic, operational, and financial performance of a Local Authority's Highways function in West Yorkshire. The role involves providing leadership to a multi-disciplinary team, managing significant budgets, and ensuring compliance with legislation and best practices. The successful candidate will act as a strategic advisor to senior officers and elected members on highways policy and legislation. This position requires a strong understanding of highway management and experience in a political environment.
Key Responsibilities:
- Lead the strategic direction, performance and continuous improvement of Highway Management services, overseeing c.44 professional staff
- Manage highway revenue budgets (c. £5m) and capital programmes (c. £10m), ensuring effective financial control and delivery
- Oversee Streetworks, ensuring compliance with legislation and operation of the permit scheme
- Lead the Highways Development and Transportation function, ensuring major planning applications and infrastructure schemes are effectively assessed
- Represent the Authority at regional partnership groups to influence policy and coordinate activity
- Review and deliver the Highways Infrastructure Asset Management Plan, embedding innovative and efficient solutions
- Ensure major capital infrastructure programmes - including transport, active travel and safety schemes - are delivered to required standards
Key Skills:
- Senior-level leadership experience within Highways, Engineering or a closely related discipline
- Strong understanding of Highway Management legislation, policy and best practice
- Demonstrable experience managing significant revenue and capital budgets
- Proven ability to work in political environments and advise senior leaders
- Experience of procuring and managing contracts
- Degree in Civil Engineering, Transport Planning or similar (essential)
- Chartered status (desirable)
