On behalf of DESNZ, we are looking for a Controls and Assurance Lead for a 3 months contract Inside IR35 contract based Hybrid 2 days a week in either London or Manchester

As a Controls and Assurance Lead: your main responsibilities will be to:
- Lead the maintenance and continuous improvement of the Warm Homes Loan Scheme control framework, ensuring key operational, financial and compliance controls are clearly defined, implemented and operating effectively.
- Plan and deliver routine control testing and assurance activity, assessing the effectiveness of controls, identifying weaknesses and providing recommendations to strengthen assurance and reduce operational risk.
- Manage remediation activity arising from control testing, audits and assurance reviews, tracking actions through to completion and ensuring issues are addressed promptly and effectively.
- Work closely with operational teams, the Central Grants and Loans team (CGL) and any other relevant stakeholders to ensure controls are understood, consistently applied and embedded across scheme delivery processes.
- Produce assurance reporting and management information for governance forums, providing oversight of control performance, assurance outcomes, key risks and progress against improvement actions.
Essential
Demonstrable experience in assurance, governance, and control frameworks within programme, project, or operational environments in public sector
Proven experience working within a fast-paced operational environment, balancing business priorities, risk management, and delivery objectives
Experience of owning, implementing, and overseeing project controls, ensuring compliance with governance standards, policies, and reporting requirements
Strong ability to develop and present reports, dashboards, and management information tailored to a range of audiences, including senior leadership, executive stakeholders, and governance board

- Any project management qualifications
